Agency explanation

In December 2016, Mr. Jeremy Seggebruch pleaded guilty to and was convicted of Making False Statements in violation of 18 U.S.C. § 1026. Mr. Seggebruch was sentenced to three years’ probation with one condition of his probation being that he sign a Plea Agreement for Voluntary Disqualification from the Federal Crop Insurance Corporation (FCIC) for three years. The FCIC accepted the voluntary disqualification effective from January 1, 2017 through December 31, 2019. In September 2019, Mr. Seggebruch’s U.S. Probation Officer filed a petition for revocation, alleging Mr. Seggebruch violated the terms of his probation by participating in the federal crop insurance program and receiving monetary benefits from a FCIC program on January 1, 2017, while he was disqualified. On January 9, 2020, the U.S. District Court revoked Mr. Seggebruch’s probation and sentenced him to 364 days imprisonment. Restriction and scope

Applies across federal procurement and nonprocurement programs, subject to the issuing agency’s record and applicable exceptions.

What is an exclusion?

An exclusion is a federal restriction on a business or individual participating in certain government contracts or assistance programs. Records can include suspensions, debarments and other restrictions.

Use these records to check potential vendors and partners. Restrictions vary: review the status, dates and scope in SAM.gov, and confirm any potential match with the issuing agency. An inactive record does not by itself mean a current restriction.
