Agency explanation

The following facts are offered in support of the proposed debarment of Roberto M. Adams a/k/a Robert Adams (ADAMS). On March 3, 2022, following a public corruption investigation by the United States Department of Agriculture - Office of the Inspector General and Federal Bureau of Investigation, ADAMS was indicted in the Southern District of Texas, on one count of bribery of a public official, Title 18 U.S. Code §201. ADAMS used his official position as an Animal and Plant Health Inspection Service (APHIS) Lead Animal Health Technician (AHT) to receive a thing of value, namely U.S. currency, from Mexican cattle exporters in exchange for allowing tick-infested and sick cattle to enter the U.S., which would have otherwise been denied entry. ADAMS pleaded guilty to one count of bribery of a public official on April 25, 2022. ADAMS was sentenced to a 57- month prison term on June 1, 2023. ADAMS was ordered to pay a $100 assessment fee and $40,000 fine. For further information contact the U.S. Department of Agriculture Agency Exclusions POC.

Restriction and scope

Applies across federal procurement and nonprocurement programs, subject to the issuing agency’s record and applicable exceptions.

What is an exclusion?

An exclusion is a federal restriction on a business or individual participating in certain government contracts or assistance programs. Records can include suspensions, debarments and other restrictions.

Use these records to check potential vendors and partners. Restrictions vary: review the status, dates and scope in SAM.gov, and confirm any potential match with the issuing agency. An inactive record does not by itself mean a current restriction.
