Agency explanation

In accordance with section 1290 of the NDAA for FY 2017 (Public Law 114-328), paragraphs (a) through (c), the head of any executive agency may not enter into, renew, or extend a contract for the procurement of goods or services with a person (Titan-Barrikady), that the Secretary of the Treasury has indicated in its report to Congress has engaged in any activity that contributed to or was a significant factor in the determination in the most recent annual report by the President or the Secretary of State that a country (Russian Federation) is not in full compliance with its obligations undertaken in all arms control, nonproliferation, and disarmament agreements or commitments to which the United States is a participating state.

Restriction and scope

Applies across federal procurement and nonprocurement programs, subject to the issuing agency’s record and applicable exceptions.

What is an exclusion?

An exclusion is a federal restriction on a business or individual participating in certain government contracts or assistance programs. Records can include suspensions, debarments and other restrictions.

Use these records to check potential vendors and partners. Restrictions vary: review the status, dates and scope in SAM.gov, and confirm any potential match with the issuing agency. An inactive record does not by itself mean a current restriction.
