On March 14, 2025, David Hunt pleaded guilty to Conspiracy to Commit Money Laundering
(18 U.S.C. § 1956(h)) based on the proceeds from crop insurance fraud and wire fraud. These actions
resulted in $5,427,365 in improper indemnity payments by the Government, and Mr. Hunt agreed to a fiveyear
voluntary exclusion from any federal procurement or non-procurement transactions. This means that
David Hunt will be excluded from participating in most procurement and non-procurement programs and
activities unless such program is exempted under 2 C.F.R. § 180.215 and 2 C.F.R. § 417.215. The exclusion
includes USDA farm programs administered by the Risk Management Agency and the Farm Service
Agency. The exclusion would apply to David Hunt as well as any corporations, partnerships, or other
entities by which he would directly or indirectly receive benefits. David Hunt further agrees that during the
exclusion period, he will not participate in or earn any income or any other benefit from the Federal Crop
Insurance Program or the Farm Service Agency. For further information contact the U.S. Department of Agriculture Agency Exclusions POC.
Restriction and scope
Applies across federal procurement and nonprocurement programs, subject to the issuing agency’s record and applicable exceptions.
What is an exclusion?
An exclusion is a federal restriction on a business or individual participating in certain government contracts or assistance programs. Records can include suspensions, debarments and other restrictions.
Use these records to check potential vendors and partners. Restrictions vary: review the status, dates and scope in SAM.gov, and confirm any potential match with the issuing agency. An inactive record does not by itself mean a current restriction.
