TRANSFER OF DECOMMISSIONED VESSELS AND ASSOCIATED OUTFIT AND EQUIPMENT TO MEET THESE OBJECTIVES WHILE PROVIDING AN ECONOMICAL AND EFFICIENT PROPERTY DISPOSAL PROGRAM FOR THE US AGENCIES.
