THE CONTRACTOR SHALL DEMONSTRATE CAPABILITY IN THE FORMATION AND MANAGEMENT OF PARTNERSHIPS AND IN THE PURSUIT OF COLLABORATIONS TO MEET GOVERNMENT SPECIFIED REQUIREMENTS.
