United States Coast Guard Special Purpose Craft � Ice Rescue Transport (SPC-IRT II) Second Generation Request for Information (RFI) Synopsis: This Request for Information (RFI) is intended to identify existing or readily adaptable designs that meet USCG operational needs. Responses to this RFI will be used to refine requirements prior to issue of a Request for Quotation (RFQ). The Special Purpose Craft � Ice Rescue Transport (SPC-IRT II) is a multi-mission boat primarily intended for conducting missions in environments requiring the boat to transit over water, ice, and or level areas of land, to transit in the vicinity of the Great Lakes to conduct Search and Rescue (SAR), Living Marine Resources (LMR), and Other Law Enforcement (OLE) missions. A preliminary specification outlining the requirements for the SPC-IRT II is attached. This RFI seeks information regarding the following: 1. Do you have a boat that you manufacture that meets the preliminary requirements or a design that could be modified to meet the requirements? If so, please provide information on the design and any boats that you have built to this design (specification sheets, drawings, photographs, production information, etc.). 2. Do you have a boat that meets the preliminary requirements or a design that is currently under contract with any state, local, or federal government agency? 3. Can this boat independently traverse over grass, dirt, snow, or ice for at least 1,000 yards without hull damage? 4. Can this boat enter/depart water from land at angles up to 20 degrees (bow up), traversing 2-ft ice compression ridges, and dropping from a 2-ft ice shelf into soft water with 6 people (at 220 lbs. per person) onboard without plunging the bow? 5. What is a reasonable time frame for you to build and deliver two boats? 6. How soon would you need a contract in order to deliver two boats prior to the end of November 2026? 7. What is your production rate? (One boat every 3 months? One boat every 6 months?) 8. What do you typically provide as logistics information: CAD models, drawings, equipment and part information, user manuals, specific or unique maintenance needs, etc.? 9. If you do not typically provide this logistics information are you able to provide it? 10. What are your warranty terms? 11. What is the size of your company and socio-economic status? 12. What is the rough order of magnitude (ROM) price of your current craft? 13. Please provide comments on the draft specification. Are there requirements in the draft specification that you cannot meet, you feel are excessive, or drive you to a less capable boat. Responses to this RFI shall be submitted to William.E.Lewis3@uscg.mil. Please fill in responses to the following questions in the attached excel spreadsheet. This special notice is for market research and planning purposes only. It does not constitute a solicitation and shall not be construed as a commitment by the Government to award a contract from responses to this announcement. Any information submitted by interested parties is strictly voluntary and no monetary compensation will be provided for response preparation.
