Description

NOTICE OF INTENT TO SOLE SOURCE The Department of Veterans Affairs, Network Contracting Office (NCO) 21, is issuing this Notice of Intent (NOI) to inform industry contractors of the Government s intent to execute a Sole Source Award under RFO Part 12 Simplified Acquisition Procedures (SAP). This is a notice of intent to sole source for commercial items prepared in accordance with FAR Subpart 5.101, Presolicitation notice. This announcement constitutes the only notice of intent to sole source and synopsis of the proposed action. The Department of Veterans Affairs, VHA, Network Contracting Office (NCO) 5 intends to negotiate/award a sole-source contract to Recology Sunset Scavenger for refuse collection in the City of San Francisco. This contract will consist of a base year plus four (4) one-year options. The statutory authority for applying the Simplified Procedures for Commercial Items of RFO 12.201-1 is 41 U.S.C. § 1901 and 1903 and is implemented by FAR 12.102(b) for restricting competition on this procurement. The North American Industry Classification System (NAICS) code for this requirement is 562111 Solid Waste Collection. The Product Service Code (PSC) is S205 Trash/Garbage Collection Services. The Small Business Administration (SBA) size standard for this sector is $19.0 million. This notice of intent is neither a formal solicitation nor a request for competitive proposals. No solicitation document is available, and telephone requests will not be honored. No award will be made on the basis of unsolicited quotations or offers received in response to this notice. Any response to this notice must show clear, compelling, and convincing evidence that competition would be advantageous to the Government. The intent of this synopsis is for informational purposes only. Information received will generally be considered solely for determining whether to conduct a competitive procurement. A determination by the Government not to compete this action based on this notice is solely within the Government s discretion.
