Description

The National Institute of Allergy and Infectious Disease (NIAID) is a component of the National Institutes of Health. NIAID supports basic and applied research to prevent, diagnose and treat infectious diseases and also conducts research on basic immunology, transplantation and immune-related disorders, including asthma and allergies. For more than 50 years, NIAID research has led to new therapies, vaccines, diagnostic tests, and other technologies that have improved the health of millions of people in the United States and around the world. Patients enrolled in NIAID clinical research protocols are hospitalized for protocol related medical care at the NIH Clinical Center. At one time some patients enrolled in NIAID clinical research studies received protocol- related medical care from NIAID attending physicians supplemented by clinical training fellows from the National Institute of Allergy and Infectious Diseases (NIAID) subspecialty training programs. Later it was concluded that a more effective use of resources would be to utilize postgraduate medical residents. This is a non-personnel services contract to provide Postgraduate Medical Residents. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. This is a recompetition of existing contracts entitles "MEDICAL RESIDENTS FOR CLINICAL CENTER" under contract number HHSN272201500003I with George Washington University &; HHSN272201500004I with Medical Research Institute, Inc. NIAID anticipates awarding two Indefinite Delivery/Indefinite Quantity (ID/IQ) with Fixed-Price task order contracts to the organizations that best meet the overall qualifications needed to fulfill the technical requirements outlined in the Statement of Work. The base contracts will be awarded on or about November 1, 2019 for a period of 5 years, through October 31, 2024. Offerors shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and non-personal services necessary to supply Postgraduate Medical Residents which will provide primary medical care for NIAID clinical research adult and pediatric inpatients at the NIH Clinical Center. The following requirements shall apply to each Task Order: The contractor will provide an estimated maximum of 80 hours per week, including the time spent on site "on- call," of professional services for each postgraduate physician resident. The residents assigned will be a postgraduate year (PGY) 2, but can continue as a PGY-3. Any medical resident assigned to duty on this contract must be present at the NIH campus within one hour of notification for purposes of clinical patient care. The internal medicine residents will provide medical care to NIAID clinical research adult and pediatric inpatients as assigned by the NIAID Clinical Director or designee at the NIH Clinical Center, located in Bethesda, Maryland. The contractor will assign up to four medical residents every day of the week and is responsible for coordinating with the Contracting Officers Representative (COR) the planned start and end dates of each resident rotation. In addition, the contractor will ensure that the medical residents: � Initially rotate for no less than 28 consecutive days. Additional rotations after this period may be for less than the 28 consecutive days; � Assigned in June of each year are a PGY-2 resident. � If absent from their scheduled on-call shift or any absence exceeding 24 hours, be replaced with a credentialed resident, which must be coordinated with the COR or designee. A credentialed resident is someone who has submitted all of the necessary documents and has been approved for clinical privileges and that they are still valid. Any responsible offeror may submit a proposal which will be considered by the Agency.
