Description
Update: The Contracting Officer has determined through additional market research that extending the proposal due date/time for the Phase 1 Pre-Qualification RFP to increase competition is in the best interest of the Government. If an interested contractor has already submitted a proposal, they are not required to re-submit it. The SWM intends to issue a RFP and award a firm-fixed price (FFP) Design-Bid-Build (DBB) contract to a single contractor after the establishment of a prequalified pool of contractors on a full and open competition basis (Phase 1 ? Establish a Pre-Qualification Pool of Contractors). Only the pre-qualified contractors included within the limited competition pool will receive the Phase 2 RFP ? Runway Repair and Airfield Lighting). The United States Government (USG) will evaluate the received Phase 2 proposals using the best value trade off source selection procedures in accordance with (IAW) Revolutionary Federal Acquisition Regulation (FAR) Overhaul (RFO) Part 15 - Contracting by Negotiation and RFO Part 36 - Construction and Architect-Engineer Contracts. The project site is located at an undisclosed location within the Kingdom of Jordan. The SWM is evaluating the ability of businesses to perform a comprehensive pavement repair and replacement of concrete pavement at an undisclosed location in the Kingdom of Jordan. The main effort requires replacing 13,504 Square Meters (SM) of Portland Cement Concrete (PCC) pavement and 13,354 SM of asphalt with new, modified-heavy load concrete to extend the touchdown zone of the military runway. This work, which must comply with International Civil Aviation Organization (ICAO) standards, includes replacing associated lighting and markings. The selected firm must have the capability to perform Civil Works, specifically earthwork, runway construction, and runway repair within the Kingdom of Jordan. A secondary part of the scope is design-after-award work for which the contractor will design and construct the foundational structure for the Aircraft Arresting System (AAS) Absorber Shelters. The period of performance is 540 calendar days on the awarded project which starts after issuance of the Notice to Proceed (NTP).
