Description
1. Description The NOAA Office of Satellite and Product Operations (OSPO) requires a follow-on contract for Systems Tool Kit (STK) software and technical support licenses. The specific licenses required include "Ansys STK Pro", "Ansys STK Scheduler", "Scheduler Online", and "Ansys STK Premium (Space)". This annual purchase will provide version upgrades of STK product releases, unlimited technical product support, and the ability to transfer the software and licenses to new hardware. This software is used within the National Environmental Satellite, Data, and Information Service (NESDIS) to ensure the accuracy of satellite orbit position and calculations. This accuracy facilitates the seamless telemetry, commanding, analysis, and navigation of Geostationary Operational Environmental Satellite (GOES) and Joint Polar Satellite System (JPSS) weather satellite systems. 2. Procedures and Anticipated Award Date The Government intends to award a Firm-Fixed-Price contract. The acquisition will be conducted using simplified procedures for the acquisition of commercial products exceeding the Simplified Acquisition Threshold, in accordance with 41 U.S.C. 1901. The 12-month base period is scheduled for August 1, 2026, through July 31, 2027. The anticipated award date will precede the start of the base period. 3. WTO and/or FTA Not applicable. This is no subject to the World Trade Organization Government Procurement Agreement (WTO GPA) and/or a Free Trade Agreement (FTA). 4. Technical Data Not applicable. No technical data is required to respond to this notice. 5. Construction Contracts Not applicable. This is not a construction contract. 6. Submission of Offers All responsible sources may submit a quotation, bid, or proposal, as appropriate, which will be considered by the agency. 7. Intended Source and Justification for Lack of Competition The intended source for this contract action is Ansys Government Initiatives, Inc. (AGI). The statutory authority permitting this sole source acquisition is 41 U.S.C. 1901. Only one source is capable of providing the supplies at the required level of quality because the supplies are unique or highly specialized. STK is the foundational compute platform for the Government's Enterprise Automated Scheduling Implementation (EASI) Common Service, which supports the scheduling of all NOAA antennas. No other similar software could be substituted into EASI without a significant duplication of the cost associated with planning, testing, and implementing new software. AGI is the sole developer of STK licenses, and there are no other authorized re-sellers for the required licenses. 8. Qualification Requirements There are no additional qualification requirements to be eligible for this award other than the ability to provide the proprietary AGI software licenses detailed above.
