BLM-CO Kiosk Sign Panels AMENDMENT 2: This amendment adds a PWS revision and published updated questions and answers. AMENDMENT 1: The government includes questions and answers from industry and updates the COR for the action. BASE NARRATIVE: The Bureau of Land Management White River Field Office requires enclosed panels for signage to be installed in multiple pre-established kiosks. See A05 Performance Work Statement in the attachments for more details. Please email any questions you may have to the POC before 04/23/2026. POC Patrick Frost - pfrost@ios.doi.gov ------- Basic Contracting Requirements: 1. Active Registration: www.sam.gov/SAM (must have an active profile at the time quote is submitted) 2. Compliance with Section 889 clauses. 3. Invoicing and Payment: www.ipp.gov - 15 day prompt (for small businesses) pay after delivery. We can accept and pay partial invoices for accepted deliveries. 4. FAR Part 12 & FAR Part 13 5. Total Small Business Set-Aside for NAICS 238990 - All Other Specialty Trade Contractors-Building and Property Specialty Trade Services $19 6. Type of Contract - Firm Fixed Price - no changes in price. 7. Basis of Award: Price and Other Factors. The other factors are technical and past performance. (See 52.212-2) Instructions to Offerors Offerors shall submit: 1. Technical Information: - How you will meet the requirements in the Statement of Work. - Delivery schedule and any risk mitigation. - Key personnel qualifications. 2. Past Performance: - Up to three recent and relevant contracts (last 3 years). - Include customer name, description, dollar value, and point of contact. 3. Price: - Provide a single Firm-Fixed Price for the entire requirement. ------- - Email with any questions you have, prior to the closing date, with enough time to research an answer and post an amendment. - Email your signed quote package to: pfrost@ios.doi.gov, with "140L1726Q0009 - BLM-CO WRFO KIOSK SIGN PANELS" in the subject line, no later than the closing date to include your price filled in SF-1449. The company information to include Vendor Name, Address, SAM UEI number, and POC Name and email should be included in the package. Evaluation Factors: The Government will evaluate quotations using the streamlined commercial evaluation procedures of FAR 12.203(c), as modified by the Revolutionary FAR Overhaul (RFO). Formal evaluation plans, scoring methods, or competitive ranges are not required, and the Contracting Officer (CO) may exercise broad discretion in conducting a minimally burdensome evaluation. Consistent with FAR Part 13 simplified procedures, now consolidated under FAR Part 12 commercial rules, the Government will make a best-value decision considering Price and Other Factors, listed in descending order of importance. 1. Price (Most Important) Price will be evaluated for reasonableness and completeness under streamlined commercial procedures. The Government may also consider whether the quoted price is consistent with the vendor's demonstrated approach and anticipated level of effort. In accordance with simplified procedures migrated to Part 12, Price is the highest-weighted factor. 2. Technical Approach (Less Important Than Price; More Important Than Past Performance) The Government will evaluate the extent to which the quotation demonstrates a clear, feasible, and compliant approach to: -Furnishing kiosk panels that meet the required specifications and integrate with existing Rockart-fabricated kiosks -Ensuring appropriate sizing, materials, durability, and hardware compatibility -Transporting, handling, and installing the panels at the required locations -Meeting site access, environmental, and equipment-cleaning requirements -Completing all required work within the 60-day performance period Under RFO-aligned FAR 12.203(c), the evaluation will be qualitative, minimally burdensome, and based on the clarity and feasibility of the approach rather than formal scoring or adjectival ratings. 3. Past Performance / Relevant Experience (Least Important) The Government will consider the vendor's record of performance on similar efforts, including: -Furnishing fabricated signage, kiosks, or outdoor display structures -Performing installation or field work at remote or dispersed sites -Quality of prior performance, completion timeliness, and customer satisfaction The Government may use any information available, including references, CPARS (if available), or other data known to the Government. Past Performance/Relevant Experience is less important than both Price and Technical Approach but remains a meaningful discriminator in best-value decision-making. Basis for Award The Government intends to make a single award to the vendor whose quotation represents the best value under FAR Part 12 streamlined commercial evaluation procedures. Using the flexibilities authorized by the RFO and FAR 12.203(c), the CO may: -Make award without conducting discussions -Use comparative evaluation rather than scoring (permitted under Part 12 streamlined rules), and -Select a quotation that is not the lowest priced if a higher-priced quotation provides better value considering technical approach and past performance.
