Description

The U.S. Army Corps of Engineers, Rock Island District (USACE) intends to procure online access to Taylor & Francis Journal Collection on a Brand Name sole source basis in accordance with the statutory of 10 U.S.C 3204(a)(1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This procurement will have a Base Year from time of award to 31 December 2026 and four year long Option Periods starting on 1 January of every year. This notice is not a request for competitive quotes and no solicitation will be issued; however, any business firm that believes it can meet the requirement may give written notification to the Contracting Officer or Contracting Specialist in the form of a capability statement. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirment listed to the POC below by 2:30pm on 3 June 2026 Central Time. A determination by the Government not to comete this proposed contract based on responses to this notice is soley within the discretion of the Government. Information received will be considered soley for the purpose of determining whether to conduct a completitive procurement. The US Army Corps of Engineers, Rock Island District, will not reimburse for any costs connected with supplying sufficient detail to demonstrate the ability to comply with the requiremnt listed. In order to receive a government award, a firm must be registered in the System award management (SAM)(www.sam.gov).
