Description
NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT In accordance with FAR Part 5.2� - Synopses of Proposed Contract Actions Agency: Department of Veterans Affairs (VA) Office: VISN 05 Network Contracting Office 05 Action Type: Notice of Intent to Sole Source Proposed Contract Type: Firm-Fixed-Price, Commercial Services NAICS Code: 517410 PSC: 5895 1. Description of Requirement The Department of Veterans Affairs (VA), VISN 05, Martinsburg VA Medical Center, intends to award a sole source contract for commercial satellite communications services to support the Office of Emergency Management (OEM). OEM relies on MSAT/G2 portable satellite communications systems to maintain real time emergency connectivity during emergency events or national incidents when primary communication systems are unavailable. OEM manages more than 400 emergency response assets across the country that support patient care surge capability, evacuation and transportation, emergency power, and command and control operations. The MSAT/G2 satellite radio capability is critical to ensuring reliable communication and operational continuity under crisis conditions. 2. Intended Contractor Network Innovations Government Services Network Innovations Government Services has been the VA s MSAT/G2 satellite communications provider since 2019, supporting the OEM s emergency communications framework. The existing infrastructure, equipment configuration, and service provisioning are fully integrated throughout OEM assets. 3. Basis for Sole Source Determination Network Innovations Government Services is the only responsible source capable of meeting the VA s requirements for MSAT/G2 satellite communication services. All OEM MSAT/G2 communication equipment is already installed, configured, and provisioned through this vendor, and no other provider can supply the necessary service without requiring substantial equipment replacement, reconfiguration, testing, and transition activities. Transitioning to a new provider would significantly increase cost and operational risk. Current estimates indicate first year costs would exceed $300,000, compared to $60,878.28 for continued service with the incumbent provider. Changing providers would also introduce risks of service interruption, reduced readiness, and loss of real time emergency communication capability. 4. Estimated Contract Value Estimated base period value: $60,878.28 Total Contract Value (base year plus 3 optional year periods, Note* option years are exercised at the discretion of the Government): $243,513.12 5. THIS NOTICE IS NOT A REQUEST FOR QUOTES This is a Notice of Intent to Sole Source. A solicitation will not be issued. No competitive quotes will be accepted. However, interested parties who believe they can meet all of the requirements without service interruption and without requiring equipment replacement or reconfiguration may submit a capability statement. All responses must be received by the closing date of this notice and must include: Company name and address UEI number Technical capability demonstrating the ability to meet all emergency MSAT/G2 requirements as currently deployed Evidence of ability to provide service without transition downtime Late responses will not be considered. The Government is not responsible for any costs incurred in preparation of responses to this notice. 6.
