Description
This is a Sources Sought only. please send e-mail to the POC (heather.j.petersen.civ@army.mil) that includes the following: Company Name Cage Code or EUI number company POC e-mail and phone number capability statement that outlines you have and can complete the work outlined below. ___________ required work: 1. Provide degreasing solvent, degreasing solvent tanks, and periodic scheduled waste disposal of the solvent from these tanks which will be used throughout JMTC, Rock Island Arsenal. The solvent provided will be a 100% recycled product and shall meet Mil PRF-680 TYPE II specification The solvent tanks are Parts Washers which vary from 5 gallons to 180 gallons incapacity and are described in paragraph 2 SCHEDULE Contractor personnel will come in on regularly scheduled basis to remove and dispose of dirty solvent and sludge. They shall replenish with clean degreasing solvent and provide all needed inspection and maintenance on their parts washers. Contractor personnel will check and repair such items as damaged hoses, electrical wiring and fusible link covers. If the broken equipment is not repairable, contractor personnel will replace it with new equipment. Contractor will respond to all emergency type calls as needed. 2. SCHEDULE: These services will be scheduled as outlined, based on size of tank and frequency of service. 10 each MANUAL OPERATED BENCHTOP PARTS WASHER, 30� X 15.5�X7�, 5 GALLON CAPACITY, WITH ADJUSTABLE STAND, FLOW THROUGH BRUSH IN HOSE, 115 VOLT AC contractor owned) to be serviced on an 8-week interval for a period of one year. 20 each MANUAL OPERATED VAT PARTS WASHER, 45�X24�X9�, 32 GALLON CAPACITY, FLEXIBLE METAL SPIGOT AND SPRAY NOZZLE HOSE, FUSIBLE LINK SAFETY LID AND LAMP, 115 VOLT AC (contractor owned) to be serviced on an 8-week interval for a period of one year. 1 each AUTOMATIC/MANUAL OPERATED AGITATION PARTS WASHER 52�X37�X14�, PNUEMATICALLY OPERATED, 80 GALLON CAPACITY, WITH PUMP AND FLOW THROUGH BRUSH (contractor owned) to be serviced on a 16-week interval for a period of one year. 3 each CUSTOMER OWNED TANKS, 180 GALLON CAPACITY, to be serviced on a 16-week interval for a period of one year. The customer owned tanks are located within JMTC-Rock Island 3. DOCUMENTS: The contractor shall take care of all disposal documentation and fees. All waste removed will be annotated on State of Illinois manifests. ALL MANIFESTS WILL BE SIGNED BY THE TRANSPORTER AND RIA PUBLIC WORKS-ENVIRONMENTAL, BLDG 104, BEFORE ANY WASTE LEAVES RIA FACILITIES. Copies of signed manifests shall be left with JMTC Service invoices to be signed by and furnished to JMTC 5.SAFETY AND ENVIRONMENTAL: 5.1. Safety: The contractor is responsible for complying with all federal, state, and local safety and environmental regulations, including, but not limited to Occupational Safety and Health Act, Environmental Protection Agency (EPA), Illinois Environmental Protection Agency (IEPA), and Army regulations. Contractor must adhere to all Rock Island Arsenal Safety requirements, policies and statutes. The contractor shall be responsible for obtaining any hot work/open flame permits required, and coordinating with the Rock Island Arsenal Fire Department in accordance with (IAW) RIAR 420-2, Chapter #7 � Special Operations, Welding, Cutting and Tar Kettles, specifically Section 7-2, pages 27 and 28. To contact Fire Department for flame permit, contractors shall call (309) 782-5948 or X2911 if call from on post. 5.2. Environmental: All hazardous wastes, acid, and contaminated material generated by the execution of this project will be disposed of IAW all applicable federal, state, and local laws and regulations. All transport and decontamination will be performed IAW all applicable interstate, federal, state, and local laws and regulations. Any materials and/or wastes generated from this effort shall be labeled with appropriate transportation/disposal documentation for off-site disposal to include but not limited to Hazardous waste manifests and associated Land Disposal Restriction. Prior to discussing any environmental issues with the environmental agency of primacy, the contractor shall contact the government Point of Contact (POC) for directions. 5.3. Ozone Depleting Chemicals (ODCs): The contractor shall assure during execution of the tasks outlined in this SOW that none of the materials used contain Class I ODCs as defined by Public Law 102-484, Section 326. RESPONSE TIME: Contractor shall response to service calls within 24 hours of receiving the notice.
