UPDATE 06/08/2026: This message is to provide an official update regarding the anticipated recompete for Solicitation for MPES Follow-On. Please be advised that the government will no longer pursue a recompete for this requirement. We are currently executing a modernization strategy to transition the capabilities of this legacy system into an enterprise cloud environment. Any future requirements related to the new cloud infrastructure, sustainment, or associated support services will be evaluated and, if necessary, competed as new, separate efforts and/or apart of enterprise wide solutions. Manpower Programming and Execution System (MPES) Follow-On Industry Day On March 20th at 0900 est, the MPES program and contracting team will be holding a virtual industry day via Micrsoft Teams to discuss the requirements for the MPES contract recompete. Vendors will be able to engage with the MPES team, as well as various stakeholders on the current MPES contract. If you would like to participate in this virtual industry day, please email the point of contacts listed on this notice and they will send the Microsoft Teams LKink. Additionally, if you company meets the qualifications below and would like to be added to the interested party list, please let the listed point of contacts know as well. The interested party list will be shared wqith everyone on the interested party list. In the event of a government shutdown that is still occuring on March 20th this event willl be canceled and you will not recieve a notification. It will be rescheduled upon reopening of the government at a later date. You may submit questions prior to the industry day, attached format for submital. Additionally, a draft PWS is attached. AF/A1M has a requirement for continued support, development, maintenance, testing and production of the already existing Manpower Programming and Execution System (MPES) unclassified (U) & classified (S). MPES-U/S are web-based applications designed to collect & disseminate Total Force execution of programmed manpower end strength.? This contract specifically provides continuous support, sustainment, and upon Government direction, improvement of the MPES applications.? Preference for demonstrated knowledge of the Manpower Programming and Execution System (MPES) and military manpower policy, process, and applications.? MPES connects directly with 20+ key Air Force/Space Force (AF/SF) systems and indirectly to 98+ OSD, JS and DoD Agency systems. ?MPES has been and will continue to be at the forefront of recent senior leader initiatives to restructure the Department of the Air Force, change the way we present forces to Combatant Commanders, and ensure we have the forces needed for the future. ?These are fast paced, top-level initiatives that require implementation of multiple, short notice changes to the MPES structure. ? MPES is also the system of record for Manpower FYDP.? Responses should demonstrate an understanding and knowledge of DoD Planning, Programming, Budgeting and Execution (PPBE); AF/SF manpower programming and allocation process of AF/SF manpower resources at the Headquarters, MAJCOM and Base levels; designing and developing algorithms; and conducting advanced modeling in support of an extremely large workforce? ? Additionally, the Contractor team shall have demonstrated knowledge in supporting enterprise applications currently residing at the Pentagon. Included in this support are key operational support and system integrity for: Risk Management Framework (RMF) Methodology; Authority to Operate (ATO); Air Force Organizational Structure; Air Force program allocation and control; and experience with Common Access Card (CAC) login capability, Manpower Grades Allocation modeling; and managing development and technical support using Agile and DevSecOps best practices tailored to the AF environment and technical architecture.??? Contractor personnel must have the capability to use the following tools and technologies to develop, implement and support the MPES applications: Oracle, SQL Server, SmartClient, ColdFusion, ?Business Objects Data Integrator, Business Objects XI, ?Aspose.NET, CORE, C#, Source Code Management (SCM), Requirements Management (RM), F5 iRule Scripting, xSQL Schema Compare, CSS, XML, JSON, XSLT, IIS, Apache Tomcat, Maven, Final Builder, Eclipse, JRebel. ?? MPES-NIPR/SIPR--MPES has a SIPR element and resides in secure controlled access area: contracting team must have appropriate certificates and clearances.? MPES-NIPR/SIPR requires (non-negotiable):? DoD Information Assurance Manager (IAM) level 2 certification prior to contract award? DoD IAT level 2 certification prior to contract award? DoD IAM level 2 certification prior to contract award? DoD IASAE level 2 certification prior to contract award? Note: Contractors are not eligible for DoD 8570 Baseline Certification waivers IAW DoD 8570.01-M, Paragraph C2.3.9.?
