NOTICE OF INTENT TO AWARD SOLE SOURCE � AUDIOVISUAL (A.V.) AND MEDIA SUPPORT SERVICES Procurement Number: 36C25026Q0552 This is a Notice of Intent to award a sole source contract and is published in accordance with Federal Acquisition Regulation (FAR) Subpart 5.2. This notice is for information and planning purposes only and does not constitute a request for quotations, proposals, or bids. A sole source contract award will result from this notice. No solicitation is available and telephone requests will not be accepted. 1. Agency / Contracting Activity Department of Veterans Affairs (VA) Veterans Health Administration (VHA) Network Contracting Office (NCO) 10 On behalf of: Louis Stokes Cleveland VA Medical Center, VISN 10 2. Description of Requirement The Department of Veterans Affairs intends to procure AudioVisual (A.V.) and Media Support Services for the Louis Stokes Cleveland VA Medical Center, a large, complex VA healthcare facility. The requirement includes full?time onsite A.V. technical support, video production, video teleconferencing (VTC) systems support, IP/CCTV physical security systems support, digital signage, and related media services necessary to support continuous VA healthcare operations. Place of Performance: Louis Stokes Cleveland VA Medical Center, VISN 10, Cleveland, OH. Contract Type: Firm?Fixed?Price (FFP). Period of Performance: Base Year and two (2) Option Years, as follows � Base Year: 1 August 2026 � 31 July 2027 Option Year 1: 1 August 2027 � 31 July 2028 Option Year 2: 1 August 2028 � 31 July 2029. NAICS Code: 512110 � Motion Picture and Video Production Size Standard: $40.0 million Product Service Code (PSC): T006 � Film/Video Services. The estimated value of this acquisition, inclusive of all option years, is approximately $788,000.00. This requirement is for services only; no manufactured end items are being acquired as primary deliverables. 3. Intended Source The Government intends to award a sole source contract to: Point Breeze Communications, Inc. 1417 State Route 118 Sweet Valley, PA 18656 UEI: GESVV5UW2BX5 CAGE: 57J60 Socioeconomic Status: SBA?certified Service?Disabled Veteran?Owned Small Business (SDVOSB), certification valid through 3 August 2027. 4. Statutory and Regulatory Authority The proposed action is authorized by and will be conducted under the Veterans First Contracting Program, 38 U.S.C. 8127(c), as implemented by VA Acquisition Regulation (VAAR) 819.7008, Sole source awards to a certified service?disabled veteran?owned small business. This statutory authority is implemented under FAR 6.302?5, Authorized or Required by Statute. In accordance with VAAR 819.7008(a)(1), the total estimated value of this SDVOSB sole source award does not exceed $5,000,000.00. In accordance with VAAR 819.7008(c), a determination that only one SDVOSB can meet the requirement (VA �Rule of Two�) is not required for this sole source action. 5. Rationale for Sole Source Market research conducted on 22 April 2026 in accordance with FAR Part 10 and VAAR Part 810 supports the use of SDVOSB sole source procedures for this requirement. Key findings include: Point Breeze Communications, Inc. is an SBA?certified SDVOSB in good standing with an active SAM registration and no exclusions, and meets the eligibility criteria in VAAR 819.7003. Point Breeze has provided A.V. and Media Support Services at the Louis Stokes Cleveland VA Medical Center under three consecutive definitive contracts dating back to 2018, with continuous satisfactory performance and over 1.75 million in total obligations. The contractor possesses specialized facility?specific knowledge of the medical center�s A.V., VTC, IP/CCTV, and digital signage infrastructure and maintains current manufacturer certifications (e.g., Crestron, Cisco, Eaton/APC, Axis Communications) directly applicable to the systems in use. A review of comparable VA SDVOSB awards under NAICS 512110 identified annual A.V. support contract values ranging from approximately $126,706.00 to $414,000.00. The proposed base?year value of $262,000.00 and total estimated value of $788,000.00 fall within this market range and represent a modest escalation from prior contract rates at this facility consistent with current labor market conditions. Based on the totality of this market research, the Contracting Officer has determined that award to Point Breeze Communications, Inc. on a sole source basis under 38 U.S.C. 8127(c) and VAAR 819.7008 is in the best interest of the Government and will ensure continuity of critical A.V. and media support services without disruption to VA healthcare operations. 6. Opportunity for Interested Sources (15?Day Response Window) This notice of intent is not a request for competitive quotations; however, any responsible sources may submit a capability statement for the Government�s consideration. Capability statements must demonstrate the ability to fully meet the requirement described in this notice at the Louis Stokes Cleveland VA Medical Center. At a minimum, capability statements shall include: Business name, address, UEI, CAGE code, and socioeconomic status (e.g., SDVOSB, VOSB, other small business). Evidence of current SBA SDVOSB or VOSB certification, if applicable. Detailed description of recent and relevant experience performing comparable A.V. and media support services at large, complex healthcare facilities, including contract numbers, contract values, periods of performance, and customer points of contact. Description of technical capabilities and current manufacturer certifications (e.g., Crestron, Cisco, Axis Communications) directly applicable to the existing VA A.V. infrastructure. Ability to provide full?time onsite A.V. support at the Cleveland VA medical center and to meet all VA security, credentialing, and information security requirements. Capability statements must be received via email no later than May 26, 2026, at 4:30 PM Eastern Time. Government�s Evaluation of Responses The Government will review all timely capability statements received to determine whether they provide information that would affect the Contracting Officer�s business judgment regarding this acquisition. The Government may use this information to further inform its market research. However, the Government is under no obligation to change its acquisition strategy as a result of any capability statements received. If no capability statements are received, or if capability statements received do not demonstrate the ability to meet VA�s requirements, the Government intends to proceed with a sole source award to Point Breeze Communications, Inc. as outlined in this notice. 8.
