Description
NOTICE: This is not a solicitation request; rather, this is a Request for Information (RFI) announcement to allow for potential prime contractors interested in the F-16 Missile Warning System (MWS) acquisition for the Air Force Reserve Command (AFRC) and the Air National Guard (ANG) to receive the latest DRAFT Statement of Objectives (SOO), the SOO Appendix A Platform Information Technology (PIT) Security Controls Traceability Matrix (SCTM) Guidance spreadsheet, the SOO Appendix B Hardware and Memory Architectural Analysis Report (HAMAAR), and the DRAFT DD Form 254 Contract Security Classification. This announcement is not intended to direct or influence any financial or resource investment from industry vendors. No financial obligations or commitments with or to the Government should be inferred. This announcement does not commit the U.S. Government to contract for any supply or service whatsoever. This is an RFI, which, as part of market research, is being issued in accordance with (IAW) Federal Acquisition Regulation (FAR) subpart 15.201(e). Responses to this notice are not considered offers, shall not be used as a proposal, and cannot be accepted by the Government to form a binding contract. The F-16 System Program Office (SPO) at Hill AFB, UT has prepared DRAFT versions of F-16 MWS Statement of Objectives (SOO) version 1.1, SOO Appendix A PIT SCTM guidance spreadsheet, SOO Appendix B HAMAAR report, and DD Form 254. To receive the DRAFT SOO with Appendices A and B, please provide a request containing a Point of Contact (POC), full company name, address of firm, DUNS/Cage code, business size status (NAICS 334511), e-mail addresses that the NON-CLASSIFIED documents can sent to. Please contact corey.muir@us.af.mil and/or daniel.olsen@us.af.mil by 25 Jun 2018 by 4:30 pm Mountain to request documents. Document distribution is expected to begin before this date as requests are received by the contracting officer. Any requests that are submitted after this date/time will be at the Government's discretion to provide or not provide the requested documents. For interested parties to receive copies of the F-16 Security Classification Guide (SCG) for classified or unclassified portions please provide an individual company Point of Contact (POC) that includes the following: a. Full Company name b. Facility mailing address c. CAGE and DUNS Code d. Security POC phone number e. Security email address accepting SCG delivery The Government reserves the right to request further supporting data or documentation related to any SCG document request prior to release of document(s). Method of document(s) delivery will be determined by the Government. In the event of CLASSIFIED data delivery an interested contractor shall provide an appropriate mailing address that can receive CLASSIFIED data in addition to the above POC information. ***This information shall be furnished on the condition that it will not be released to another nation without specific authority of the Department of the Air Force of the United States, that it will be used for military purposes only, that individual or corporate rights originating in the information, whether patented or not, will be respected, that the recipient will report promptly to the United States any known or suspected compromise, and that the information will be provided substantially the same degree of security afforded it by the Department of Defense of the United States. Also, regardless of any other markings on the document, it will not be downgraded or declassified without written approval of the originating U.S. agency. This information is furnished on the condition that it will be given substantially the same degree of security protection given to it by the United States and will not be released to another nation without United States Air Force authorization.*** It is hereby noted that certain vendors have previously requested and been authorized by the Government to share specific RFI data to specific individuals and companies as applicable within the terms of the preauthorization approval. Firms that have not received preauthorization approval for data sharing are required to first seek Government approval before distributing RFI data. This would include documents such as the DRAFT SOO, DRAFT UNCLASSIFIED SRD and DRAFT CLASSIFIED Addendum. Please see applicable attachment included with this notice. The SPO requests that any feedback and/or questions related to these draft documents be provided to daniel.olsen@us.af.mil and corey.muir@us.af.mil by 25 Jun 2018 at 4:30 pm Mountain. The information provided in the RFI is subject to change and is not binding on the U.S. Government. The Air Force has not made a commitment to procure any of the items discussed, and release of this RFI and should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought.
