Description

The Defense Commissary Agency (DeCA) is a component of the Department of Defense reporting to the Under Secretary of Defense for Personnel and Readiness. DeCA operates a worldwide commissary system that provides quality grocery products at substantial savings to active-duty military personnel and retirees, members of the Reserve and National Guard, and their families. DeCA�s mission is to deliver a vital benefit of the military pay system that sells grocery items at significant savings while enhancing quality of life and readiness. As a result of the National Defense Authorization Act for Fiscal Year 2026, which requires DeCA to perform price comparisons throughout its stores to ensure that the baseline of savings, decided by the Secretary of Defense, is being met. For this requirement, DeCA requires the support of a contractor to perform Fats and Bones / Oil and Grease Removal Services at the Travis AFB Commissary. This will include the lawful pickup/removal/disposal of supermarket animal and fish by products, fats and bones, chicken, pork, beef, lunch meat fish, sausages and used chicken oil and kitchen grease. These services will be provided by qualified contractors in accordance with the Statement of Work (SOW) and with contract terms and conditions. The applicable North American Industry Classification System (NAICS) is 311613, Rendering and Meat By-Product Processing, with a Small Business Size Standard of 750 employees. Contractors must be actively registered in the System for Award Management (SAM). SAM information may be obtained at https://sam.gov or by calling 866-606-8220. Attached to this synopsis is a draft version of the Statement of Work (SOW) for this requirement.
