Description
Solicitation Number: N61340-18-D-xxxx Notice Type: Sources Sought - (This is not a request for proposals.) Synopsis: This is a Sources Sought request for vendor information. Naval Air Warfare Center Training Systems Division (NAWCTSD) seeks Contractor services and supplies for the operation and support of aircrew centrifuge training. The contractor shall provide all resources required for Navy and Marine Corps aircrews to execute centrifuge-based, G-tolerance training procedures. The contractor shall ensure the safety of all students, instructors, maintainers, and others involved. The contractor shall also provide operation and maintenance of facilities as well as security. Each year the contractor will hold 50 weekly classes for 12 students per class. Contractor supports these classes with 12 person classroom, 12 anti-gravity suits with torso harnesses, and office equipment. At the end of the training, the contractor will provide reports as required in an end-of-course package. The estimated annual number of students at the contractor’s site is approximately 600. The government will provide the training curriculum and a monthly schedule. Trainees include pilots from: Chief of Naval Air Training (CNATRA), Naval Flight Demonstration Squadron (NFDS), Naval Strike Air Warfare Center (NSAWC), Chief of Naval Air Forces (CNAF), USMC, and miscellaneous USAF and International forces. Critical performance objectives are the Centrifuge-based Flight Environment Training (CFET) requirements from OPNAV 3710.7. NAWCTSD anticipates soliciting this requirement as a small business set-aside, Firm Fixed Price type contract. The Period of Performance will be one year plus four option years. Responses to this notice should include a brief synopsis of the Contractors experience in providing centrifuge- based flight environment (CFET) training services. Describe the following: your relevant training device; physiology and laboratory assessment capabilities; past customers; number of employees and employee qualifications; and your annual revenue. Provide your office location, CAGE Code, and a statement regarding your current Small Business Administration (SBA) business size and socio-economic classification under North American Industry Classification System (NAICS) code 611512 - Military Flight Instruction Training. E-mail responses that are no more than 5 pages long to the Contract Specialist for this solicitation at Marika.Vickers@navy.mil. Use 12 point Times New Roman font. NAWCTSD is using this notice for the purpose of determining market interest, availability, and adequacy of potential small business sources prior to establishing the method of services acquisition and issuance of a request for proposals. Your responses in any form are not offers. Issuance of this sources sought notice does not obligate the Government in any way to issue a solicitation or to award a contract in furtherance of the objectives discussed herein. No funds are available to pay for preparing responses to this notice. The Government reserves the right to review and use data at its own discretion.
