Description

This is an Invitation For Bid (IFB) solicitation. Submit electronic bid by 10:00AM CST, 07 May 2019. Bid Opening will be 14:00PM CST. Location stated in Amendment 3. Firm Fixed contract is anticipated to be awarded approximately 13 June 2019. Period of Performance is 1460 after Notice To Proceed. CONTRACT INFORMATION: This announcement is a "Full and Open" acquisition to construct the DLA General Purpose Warehouse at Red River Army Depot, Texarkana, Texas. Firms will be selected based on demonstrated competence and qualifications for the required work. The North American Industrial Classification System code is 236220, which has a size standard of $36.5 million. A firm-fixed-price contract will be awarded. The contract is anticipated to be approximately awarded in December 2017. To be eligible for contract award, a firm must be registered with the System for Award Management (SAM) database. Register via the SAM Internet site at https://www.sam.gov/. No state level certifications will be accepted. PROJECT INFORMATION: Construction range is between $25,000,000 and $100,000,000. This contract is a Design-Bid-Build for the construction of the DLA General Purpose Warehouse at Red River Army Depot, Texarkana, Texas. This project is needed to provide 448,820 sq ft storage capacity for the storage of tactical vehicles, parts, components and systems supporting the repair and refurbishment of combat, combat support, and combat service support wheeled and tracked vehicles. The demand for protected storage exceeds the current capacity of available warehousing. Overflow materiel is currently stored outdoors. Useable parts are continuously being disposed of as unserviceable because of the forced outside storage conditions. In addition, the location of the materiel may also prevent fire-fighting equipment access to the exterior and roof of buildings. Wet and muddy open storage conditions create unsafe working conditions and operational inefficiencies. This project shall consist of site improvements that include, but are not limited to: Constructing a general purpose warehouse (GPW) with 26-foot (7.62-meter) stacking height, weather-sealed truck doors, and loading/unloading docks with dock levelers, administrative area, locker rooms, employee lunch/break room and utility annex. Administrative areas will comply with ADA and AT force protection standards. The Contractor shall provide all supervision, labor, materials, equipment, supplies, and transportation necessary to perform the construct a General Purpose Warehouse at Red River Army Depot, Texarkana, Texas, as specified in the Statement of Work and Design Plans that will be attached to the future Request for Proposal (RFP). All work shall comply with all State, local and Federal laws and regulations, and applicable code requirements. The United States Army Corps of Engineers (USACE) is committed to excellence in the construction activity for this requirement. The construction of this project shall achieve the highest quality of operations and aesthetics in meeting the requirements of the design while at the same time being cost effective.
