Description
This requirement will be solicited as a Sole Source procurement to BlackOhm LLC under the authority of RFO 6.103-1, Only One Responsible Source and No Other Supplies Or Services Will Satisfy Agency Requirements. The acquisition will utilize Revolutionary FAR Overhaul (RFO) Part 12 Acquisition of Commercial Products and Commercial Services. No small business set?aside applies. PSC: 7035 � Information Technology Equipment (primary for Sigma 5 hardware) R706 � Logistics Support Services (ancillary freight/packaging/palletization if applicable) NAICS: 334220 � Radio and Wireless Communications Equipment Manufacturing (Primary NAICS for body?worn GPS/IoT tracking devices) Size Standard: 1,250 employees The United States Army Drill Sergeant Academy (USADSA), Fort Jackson, SC, intends to issue a solicitation for the procurement of Soldier Monitoring System (SMS) equipment, specifically: A. Sigma 5 Soldier Monitoring Devices (BlackOhm LLC) Body?worn, ruggedized GPS/IoT tracking devices meeting the following salient characteristics (partial list): Up to 6?week battery endurance Wireless Qi 1.2 charging Lithium Iron Phosphate battery (2,000+ cycles) Dual?mode + tri?mode GPS (redundant) Multi?band GNSS Multi?carrier LTE Cat?M1 / NB?IoT LoRa 915 MHz long?range capability FIPS 140?2 AES?256 encryption IP68, MIL?STD?810, MIL?STD?883H Dimensions: 5.5 x 1.35 x 1.9 inches, approx. 8 oz Environmental sensors: altimeter, accelerometer, temperature, shock, vibration Learn more: Sigma 5 salient characteristics B. Ruggedized Laptops and Tablets (Getac) Required to operate the SMS monitoring platform and support field operations. Getac S410 Rugged Laptop (or equivalent configuration): Intel i5/i7 processor 14" sunlight?readable display (1,000 nits) MIL?STD?810H, IP53 Optional dual battery, GPS, LTE/5G Multiple I/O ports including Thunderbolt 4 Getac ZX70 Rugged Tablet (or equivalent configuration): Qualcomm Snapdragon 660 7" sunlight?readable LumiBond display MIL?STD?810H, IP67 Optional barcode/RFID reader Optional LTE C. Ancillary Items (as required) Charging stations Mounting/docking hardware Protective cases Freight, packaging, palletization D. Included Services (Ancillary Only) Services are limited to: Initial configuration of devices Firmware/software activation Basic familiarization training Warranty and lifecycle sustainment per OEM standards These services are incidental to the purchase of equipment and not a standalone service requirement. (ii) Procedures for Award & Anticipated Award Date This acquisition will be conducted using RFO 12.201-1 Simplified Procedures for commercial products.
