Description
(i) Solicitation Statements This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. Solicitation number FA468626Q0014 is issued as a Request for Quote (RFQ) for the annual preventative maintenance, diagnostics, and repair of twenty (20) Big Ass Fans and a one-time guy wire installation on four (4) of those fans for the 9th Aircraft Maintenance Squadron (9 AMXS) at Beale AFB. This acquisition is a 100% set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns. This solicitation incorporates provisions and clauses by reference. (ii) Line-Item Numbers, Quantities, and Units of Measure A complete list of contract line-item numbers (CLINs), items, estimated quantities, and units of measure for the base period and all four option periods can be found within the attached solicitation document. Pricing will be evaluated based on the contractor's provided rates for annual preventative maintenance (PM), one-time guy wire installation, and diagnostic/repair services as detailed in the Price Schedule attachment. (iii) Description of Requirements The 9th Aircraft Maintenance Squadron (9 AMXS) requires a contractor to furnish all supervision, labor, tools, materials, parts, and equipment (including all necessary lift equipment) to perform annual preventative maintenance, diagnostics, and authorized repairs for twenty (20) fans located across five (5) hangar buildings. The scope includes a one-time guy wire installation on four (4) specific fans in Buildings 1068 and 1045 to maintain operational readiness and personnel safety. All contractor personnel must abide by Beale AFB security regulations, which involves completing an Entry Authorization List (EAL) for base access via the Wheatland Gate. This requirement meets the definition of a commercial service under FAR Part 2 and falls under NAICS Code 811310 (Commercial and Industrial Machinery and Equipment Repair and Maintenance) and Product Service Code (PSC) J041. (iv) Dates, Places of Delivery, Acceptance, and F.O.B. Point The period of performance consists of a 12-month base period anticipated to commence in June 2026, plus four additional 12-month option years. Performance will take place at Beale AFB, CA 95903, specifically within Buildings 11200, 1068, 1067, 1045, and 1044. The F.O.B. point for this requirement is Destination. (vii) Date, Time, and Place for Receipt of Offers and POC All proposals must be submitted electronically via email no later than 10:00 AM PST on June 09, 2026. Offers and any questions regarding this solicitation shall be directed to the Points of Contact: cali.mcvay.1@us.af.mil and lamar.mullins@us.af.mil. (viii) Additional Information Questions regarding this solicitation are due to the above individuals no later than June 03, 2026 at 10:00 AM PST. All questions and answers will be provided to all potential offerors and posted on SAM.gov for public access. Contractor personnel are required to clearly identify themselves as contractors in all meetings and correspondence to maintain the non-personal nature of this service contract.
