Description
A solicitation was issued as an RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-04. The associated North American Industrial Classification System (NAICS) code for this procurement was 811210, with a small business size standard of $34.0 Million. The FSC/PSC was J065. The Biomedical Engineering Department at the Department of Veterans Affairs Medical Center in Los Angeles, CA (VA GLA) required a service contract for comprehensive support of its Linear Accelerator (LINAC) hardware, ARIA and Eclipse software, and Full-scale network system. These systems are integral to the Radiation Oncology treatment programs and are essential for delivering patient care. The need for a service contract arose to ensure the continued optimal performance and reliability of these critical systems, which are essential for providing high-quality radiation oncology treatments to veterans. Regular maintenance and expert support are necessary to prevent any disruptions in patient care and to address any technical issues promptly. The expected performance period was a base year with four option years thereafter. All proposals were to be sent to the Network Contracting Office (NCO) 22 Contract Specialist, Jamie ElBedawi at Jamie.elbedawi@va.gov and Kyle Cipra at kyle.cipra@va.gov. Award was based upon a comparative evaluation of quotes in accordance with the Simplified Acquisition Procedures of FAR 13. Comparative evaluation is the side by side pairwise comparison of quotes based on factors resulting in a Contracting Officer decision for the quote most favorable to the Government. The following were the decision factors: Price, Past Performance, and Technical. The award was made to the response most advantageous to the Government.
