Description

This is a combined synopsis/solicitation for commercial services prepared in accordance with RFO part 12. This announcement constitutes the only solicitation. Proposals are being requested and a separate written solicitation will not be issued. Solicitation number FA301626R0038 is issued as a request for proposal (RFP), for a "turnkey" solution to provide climate control for six Military Working Dog (MWD) kennels at JBSA-Lackland. The contractor is responsible for leasing, installing, operating, and maintaining a temporary HVAC system to ensure the kennels are kept within a temperature range of 45�85�F. Scope of Work: The contractor shall conduct surveys of the work scope, both before it begins and after it is finished. These surveys will verify that the work adheres to all HVAC industry standards, state and federal codes, and the environmental requirements detailed in this contract. The Contractor shall furnish all equipment, labor, layouts of work features, and supervision needed to lease, install, operate and maintain HVAC equipment in the various locations as shown in Attachment A � Conceptual Framework. The Contractor shall provide maintenance and servicing of generators, fuel, auxiliary tanks, HVAC units, drywell for HVAC equipment condensate, and appurtenances such as electrical conductors, plumbing, and temporary metal ductwork with liner. The Contractor is responsible for enclosure of the kennel roof gable to aid in maintaining temperatures. This contract also includes providing fuel and maintaining refueling service for the generators as needed to maintain continuous operation of the HVAC units. The Contractor shall provide maintenance services on equipment, including emergency maintenance response times of no less than a 2-hour response time, 24 hours a day, 7 days a week. The Contractor will maintain and ensure all HVAC units and all Generators are to 95% serviceability. The Contractor is responsible for conducting a site visit prior to any work being performed to assess exact site conditions. The Contractor is responsible for devising a plan to install and maintain all lease equipment for the duration of the project, to include maintaining fuel levels during the lease agreement. The Contractor shall haul, remove equipment and restore site to original condition at the end of the rental lease agreement. The Contractor shall provide a Work Plan Narrative detailing the Contractors approach, prior to installation, for Government review. Work Plan Narrative shall be used during the Technical Evaluation process. The Contractor shall procure and install all required �turnkey� operational hardware, appurtenances, rodent resistant indoor/outdoor flexible ductwork including electrical infrastructure to supply power to the HVAC equipment. The Contractor shall remove and dispose of and haul off all debris from the jobsite daily and maintain the area around equipment to promote a safe environment. The Contractor shall submit a work schedule as part of the Work Plan Narrative and will be used as part of the Technical Evaluation. Contractor shall provide all necessary dumpsters required to haul all refuse and for cleanup effort. The period of performance for this lease is one base year (12 months) + one option year (12 months) to total up to two years (24 months). This acquisition is set-aside for small business concerns.
