Description

Notice of Intent to Sole Source This is a notice of intent to award a sole-source contract under statutory authority 10 U.S.C. 3204(a)(1), as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. Marine Helicopter Squadron One (HMX-1) has a requirement for fourteen (14) Garmin Worldwide Standard PilotPak software subscriptions. These subscriptions provide critical, routine updates for aeronautical databases (including NavData, FliteCharts, SafeTaxi, Terrain, and Obstacles) essential for MV-22 flight operations and FAA regulatory compliance. Due to strict hardware interoperability requirements, Garmin Ltd. must be utilized. Garmin is the Original Equipment Manufacturer (OEM) of the fielded avionics and is the only source that possesses the proprietary data rights, encryption, and technical capability to natively integrate these updates into the aircraft. The anticipated NAICS Code is 541519 � Other Computer Related Services. The USMC Regional Contracting Office (RCO) � Marine Corps Installations-National Capital Region (MCI-NCR) at Marine Corps Base, Quantico VA intends to award a sole source contract to Garmin Ltd (Cage Code 0TRC3), 1200 E 151ST ST, Olathe, KS, in accordance with FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. This notice of intent is NOT a request for competitive quotes; however, all responsible sources may submit a capability statement or quotation which shall be considered by the agency. Capability statements or quotes, if received timely, will be considered; however, a determination by the Government not to compete the requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses shall be emailed to Michael Thompson at michael.l.thompson@usmc.mil and Kellie Holley at kellie.holley@usmc.mil no later than 07 May 2026, 0800 am Eastern Standard Time. Late responses will not be considered.
