PRE-SOLICITATION NOTICE EBFD Powerplant � Sump Pump and Eductor System Replacement Agency: U.S. Department of the Interior (DOI), Bureau of Reclamation Office: Bureau of Reclamation, Service Office, Denver, Colorado Location of Work: Elephant Butte Field Division (EBFD) Powerplant NAICS Code 333996- Fluid Power Pump and Motor Manufacturing Statement of Purpose The Bureau of Reclamation is issuing this Pre-solicitation Notice to notify interested parties of a potential forthcoming procurement for the turnkey replacement of the basement sump pump and eductor dewatering system at the Elephant Butte Field Division (EBFD) Powerplant. The anticipated work will include procurement, removal, installation, testing, commissioning, training, and warranty support of a complete dewatering system as described below Anticipated Contract Type The Bureau of Reclamation, plans to award a Firm Fixed Price (FFP) purchase order, with supply and install within 90 days of award. Anticipated Solicitation Timeline � Anticipated solicitation posting: On or about May 29, 2026 � Period of performance: Work will be required during the facility�s approved non-generation outage window (October 15 through February 14), with normal work hours Monday through Thursday, 7:00 a.m. to 4:30 p.m., unless otherwise approved General Description of Work The anticipated scope of work includes, but is not limited to, the following tasks: � Removal and proper disposal of the existing sump pump and eductor system, associated piping, electrical components, anchors, and deteriorated sole plate � Furnishing and installing a complete replacement system consisting of: o Three industrial-grade sump pumps (two installed, one onsite spare) o Associated pump motors o One complete venturi eductor assembly o New stainless steel piping, valves, fittings, and supports o New 316 stainless steel sole plate o Level sensors, high-water alarms, and control devices o Electrical and control integration with existing powerplant systems � Providing continuous temporary dewatering during removal and installation activities � Performing mechanical and electrical testing, commissioning, and operator training � Delivering all required submittals, documentation, as-built drawings, and warranties The replacement system must meet defined performance requirements, including a minimum capacity of 240 GPM at 14 feet of total dynamic head, provision for redundant lead/lag operation, and full integration with existing control and alarm systems Safety and Site Conditions All work is subject to OSHA regulations and facility safety requirements. Work within the sump pit is considered permit-required confined space and will require approved safety plans, lockout/tagout procedures, and proper rigging and lifting practices. Compliance with all site-specific safety requirements is mandatory Please respond to this notice and submit a capabilities statement demonstrating your company�s ability to perform this requirement. Respondents are advised that the United States (U.S.) Government will not pay for any information or administrative cost incurred in response to this Pre-solicitation Notice. All costs associated with responding to this Pre-solicitation Notice will be solely at the responding party's expense. Responses to the Pre-solicitation Notice will not be returned. Please be advised that all submissions become Government property and will not be returned. Not responding to this Pre-solicitation Notice does not preclude participation in any future RFQ, if any is issued. Responses to this notice are not offers and cannot be accepted by the U.S. Government to form a binding contract. It is the responsibility of interested parties to continue to monitor the SAM.gov site.
