In accordance with FAR 10, Market Research, responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to the Sources Sought Notice. The purpose of this announcement is to gain market research knowledge of potential qualified sources and their size classification. The Department of Veterans Affairs Coatesville VA Medical Center, 1400 Blackhorse Hill Rd, Coatesville, PA 19320, is seeking potential sources capable of providing a new Monopolar Dual Frequency RF device capable of treating dry eye syndrome, meibomian gland disease, blepharitis, Acne Rosacea, and associated skin conditions in accordance with the Draft Statement of Need (SON) below. The Government s purpose of this Sources Sought is to determine if there are manufacturer systems capable of meeting all the salient characteristics listed in the SON. The Government is interested in identifying vendors capable of providing manufactured end products that comply with FAR clause 52.225-3 Buy American-Free Trade Agreements-Israeli Trade Act. Are you the manufacturer, distributor, or equivalent solution to the above items? If not, can you provide additional information, as shown below? This confirms compliance with the nonmanufacturer rule IAW 13 CFR 121.406(b) Nonmanufacturers. If you re a small business and you are an authorized distributor/reseller for the items identified above or an equivalent solution, do you alter, assemble, or modify the items requested in any way? If you do, state how and what is changed, assembled, or modified. If you are a large business, do you have any designated distributors? If so, please provide their company name, telephone, Point of Contact, and size status (if available). Please review salient characteristics within the Statement of Need and provide feedback or suggestions relevant to vendor s capabilities. Responses to this Sources Sought Notice shall be submitted directly via email to jefferson.mann@va.gov. Responses that only include generic marketing material and do not provide part numbers to determine capability to meet requirements may not be considered. Responses must be received no later than 4:00 pm ET, 05/15/2026. No solicitation document is available at this time. This notice is simply for Market Research Purposes Only. All information received in response to this RFI that is marked as proprietary will be handled accordingly. The VA will not reimburse any potential contractors for any costs associated with this Sources Sought Notice. STATEMENT OF NEED (SON) Monopolar Dual-Frequency Ophthalmic System for Dry Eyes DESCRIPTION: The Optometry Department of Coatesville VA Medical Center (VAMC) is requesting a new ophthalmic Monopolar Dual Frequency RF device capable of treating dry eye syndrome, meibomian gland disease, blepharitis, Acne Rosacea, and associated skin conditions surrounding the eyes using dual frequency Radio Frequency (RF) technology to deliver heat across different tissue layers, increasing blood circulation, to promote improved tissue function. Monopolar is required because it mitigates the risk of electrical arcing. It also provides more rapid and even heating of deeper eyelid tissues. Dual frequency RF technology is required due to it not being associated skin depigmentation and is not contraindicated for use with any population. Dual frequency RF equipment will allow all of Coatesville s veterans who require more aggressive management of their dry eyes to be treated. Treatments provide temporary reduction in the appearance of cellulite, heating for the purpose of elevating tissue temperature and increasing local circulation. SCOPE: The contractor shall provide a new FDA approved Monopolar Dual Frequency RF device capable of treating all skin tones for dry eye syndrome, meibomian gland disease, blepharitis, Acne Rosacea, and associated skin conditions surrounding the eyes. The device shall meet the minimum salient characteristics: The Lumenis OptiPLUS RF System is a Name Brand Product provided for reference of salient characteristics only. SALIENT CHARACTERISTICS FDA-cleared specifically for ophthalmic and optometric use System must utilize dual frequency technology. System shall include multiple RF frequencies capable of tailoring depth and intensity of treatments to specific skin thickness and patient needs.� Must be non-pigment dependent system utilizing RF Energy. Touch screen display Monopolar Application Rounded electrode contoured for eyes to maximize patient safety and comfort Operative Mode Automatic treatment presents. Automatic electrode detection and real-time temperature control to ensure patient safety Various size capacitive coated electrodes ranging from 010mm-0100 mm, with massage features. Capable of delivering 250 watts of power. DELIVERY REQUIREMENTS Supplier shall perform all required assembly in accordance with the manufacturers instructions. Supplier shall be inspected to ensure that the unit is clean, has no scratches and that the installation is complete and ready for patient use. The vender will provide on-site training to staff. Vendor shall remove all trash, cartons, debris, and must provide and execute a recycling plan for cartons and cardboard disposal. Vendor shall be responsible for delivery, assembly/installation, and training during normal business hours Monday-Friday 7:30 am to 4:30 pm, excluding any declared National Holidays.
