Description
Pre-Solicitation Notice Solicitation Number: N4008526B0008 This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this pre-solicitation synopsis is to make notice of a proposed contract action for performing construction services for Dredging at Fuel Pier, Anzio Beach Sandbar and Utah Beach Sandbar, Joint Expeditionary Base Little Creek-Fort Story, Virginia Beach, Virginia. PROJECT DESCRIPTION: This Design-Bid-Build project includes dredging of the JEB Little Creek Fuel Pier, JEB Little Creek Anzio Beach Sandbar, and JEB Fort Story Utah Beach Sandbar. Material shall be dredged using a standard clamshell bucket, placed into scow/barge and transported to and deposit near shore area. Incidental related work as follows: 1. Hydraulically unload from barge/scow (or direct pump) to place dredged material from JEBLC Anzio Beach Sand Bar to create Berm Areas #3, #4, #5, #6 and #7 including debris and vegetation removal (brush, shrubs and trees), offsite disposal of debris and vegetation, dredged material dewatering & containment measures, grading to create berms, planting of vegetation and all other ancillary work in accordance with plans and specifications. 2. Hydraulically unload from barge/ scow (or direct pump) to place dredged material from JEB Fort Story Utah Beach Sand Bar to create Berm Areas #8 including debris and vegetation removal (brush, shrubs and trees), offsite disposal of debris and vegetation, dredged material dewatering & containment measures, grading to create berms, planting of vegetation and all other ancillary work in accordance with plans and specifications. 3. Hydraulically unload from barge/scow (or direct pump) to place dredged material from JEB Fort Story Utah Beach Sand Bar to create Berm Areas #9 and #10 including debris and vegetation removal (brush, shrubs and trees), offsite disposal of debris and vegetation, dredged material dewatering & containment measures, grading to create berms, planting of vegetation and all other ancillary work in accordance with plans and specifications. The completion time for this contract is 471 calendar days after award. The source selection procurement method to be utilized is FAR Part 14, Sealed Bidding. The appropriate Northern American Industry Classification System (NAICS) code for this procurement is 237990, Dredging and Surface Cleanup Activities2, and the Small Business Size Standard is $37,000,000. The magnitude of construction for this project is between $10,000,000 to $25,000,000. This office anticipates award of a contract for these services by September 2026. A Small Business Search (SBS) and a Sources Sought Notice was conducted and issued on 15 April 2026, seeking eligible Small Businesses, HUBZone Small Business, Small Disadvantaged Businesses, Service-Disabled Veteran-Owned Small Businesses, and Women-Owned Small Businesses to determine the opportunity for a set-aside. The Government invited prospective offerors with the capabilities of performing construction services that meet or exceed the stated requirement to submit a capabilities statement. Respondents were required to submit relevant experience in performing efforts of similar size, scope, and complexity within the last five (5) years. Based on the market research conducted for this procurement and in accordance with FAR 19.104-1(a) (DEVIATION 2026-O0037), the Contracting Officer has determined that there is not a reasonable expectation that an adequate number of Small Business firms would respond to or be qualified to perform the requirements of this solicitation. Successful award and completion of the requirements can be achieved by soliciting the contract as "Unrestricted" for full and open competition. A DD2579 Small Business Coordination Record was approved by the NAVFAC MIDLANT Small Business Professional on 23 June 2026. On 23 June 2026, the Small Business Administration (SBA) Procurement Center Representative (PCR) concurred with this recommendation. The Request for Proposal (RFP) will be issued by NAVFAC Mid-Atlantic CON22 on or about 22 July 2026. The solicitation number will be N4008526B0008.
