Description
This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. Solicitation number N0040626Q0189 is issued as a RFQ for Brand Name Original Equipment Manufacturer (OEM) Emmerson Actuation Technologies - Motor Actuators for USNS Washington Chambers (T-AKE 11). This acquisition is not set-aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov. The NAICS CODE is 333995 and the Small Business Size Standard is 800. The Government intends to award a firm fixed price (FFP) purchase order that meets the specifications outlined below. The proposed contract action is for BRAND NAME commercial supplies for which the Government intends to solicit as a Sole Source. Interested parties may identify their interest and capability to respond to the requirement and submit quotes. Determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. The Government will award a contract resulting from this solicitation without discussions to the responsible offeror whose quote, conforming to the solicitation that represents the best value to the Government, price, delivery, technical acceptability, past performance, and other factors considered. QUESTIONS: Offerors may submit their questions regarding clarification of solicitation requirements to Qua Osman by email at aquaseia.t.osman.civ@us.navy.mil no later than (1) day prior to closing of the solicitation. Any questions received after this deadline may not be answered. Shipping terms shall be FOB Destination; therefore, quote SHALL include shipping cost. System for Award Management (SAM). Quoting vendors must be registered in the SAM database to be considered for award. Registration is free and can be completed on-line at http://sam.gov/. To be considered for this opportunity, all quotes shall be submitted in either Microsoft Word, Excel spreadsheet or Adobe PDF. Quote must include price(s), FOB Destination, a point of contact, name and phone number, business size, cage code and payment terms. An award will be made based on Best Value. Each quote must clearly indicate the capability of the vendor to meet all specifications. Vendors shall provide a detailed (unpriced) capabilities statement for review and acceptance by the Technical POC. Responses to this solicitation are due by 10:00 AM EST on 2 July 2026. Quote packages shall contain the following information: Official Company Name; Point of contact including name and phone number; Cage Code number; Authorized Distributor Letter from Original Equipment Manufacturer; and Specification Sheets for each part number. See attached solicitation for a list of line item number(s) and items, quantities, and units of measure.
