Description

*SEE ATTACHMENT FOR FULL ANNOUCEMENT** REQUEST FOR INFORMATION. This is not a solicitation or request for proposals, no contract will be awarded from this notice. Draft work item packages are attached and subject to change. The draft work item packages are provided to illustrate the scope of work for each of the below vessels. Military Sealift Command, Norfolk, has a requirement for pier-side availabilities and regular overhaul and dry dockings (ROH/DDs) on six T-EPF vessels. The Government estimates each vessel requires four months on dock each to accomplish the ride control system alteration. The vessels are anticipated to be capable of transiting from their present location following the pier side availability to a shipyard on the U.S. east or gulf coast for the ROH/DD. It is requested that interested shipyards submit to the contracting office a brief capabilities package demonstrating your firms ability to perform the work during the specified time frames and experience in performing similar work. This document shall address, at a minimum the following: (1) Company Profile to include number of employees, office location(s), UEI number, CAGE Code and a statement regarding small business designation and status. (2) Description and location of the facility where the work will be performed. (3) This procurement will be solicited under NAICS Code 336611, Ship Building and Repair, which has a size standard of 1,300 employees. Indicate if your company is a large or small business and socioeconomic category (HUBZone, SDVOSB, WOSB, etc.), if applicable. (4) Partnership, teaming, joint ventures, or mentor-protg agreements. (5) Any recommended deviations from the stated schedule. (6) Identify subcontractors for aluminum welding with the appropriate qualifications; (7) Identify the ability to mobilize to the pier side availability location organically or through subcontracting. (8) Is your firm capable of performing two availabilities at a time? Please provide your response and/or questions by May 27, 2026, to damian.w.finke.civ@us.navy.mil. Submission of a capabilities statement is not a prerequisite to any potential future offerings, but participation will assist the Government as to the extent of contractor available for these procurements. The Government is not obligated to and will not pay for any information received.
