OA-9243A(V)3 ATG Refurbishment

*** THIS IS NOT A REQUEST FOR QUOTE*** The purpose of this pre-solicitation notice is to provide notice of Naval Information Warfare Center (NIWC) Atlantic?s intent to award a Firm-Fixed-Price purchase order on a noncompetitive basis to Science Applications International Corporation (SAIC), Inc. for replacing or remanufacturing two of the OA-9243A(V)3 Antenna Tilt Group (ATGs). The Government intends to negotiate solely with SAIC under the authority of FAR 13.106-1(b). Selecting a different ATG from another manufacturer would require a redesign of the ship?s cabling, foundation, and system configuration, which is beyond the scope of this effort. The ATG provided by this procurement must have the same electrical and physical interfaces of the ATG it is replacing so that no ship modifications are required. SAIC provides a refurbished unit with stainless steel (CRES316) hardware on all external fastening points and bearing faces. This is a government requirement established for corrosion control and prevention of Electromagnetic Interference (EMI). The NAICS Code is 334220 and the Large Business Size Standard is 1250.This notice is not a request for competitive quotes, however any responsible source believing that it can fulfill the requirement may submit a capability statement proposal or quotation. Interested firms must identify their interest and capability to provide the services identified no later than 22 August 2025. All responses received by 22 August 2025 will be considered by the Government for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government. All responding vendors must be registered to the System for Award Management SAM. Information can be found at https://www.sam.gov.
