Description
Notice of Intent to Sole Source Procurement for Wells Data Switches at Fort Drum Description The United States Army Corps of Engineers and/or its agent intends to sole-source to Juniper Networks or an authorized reseller for the procurement of Juniper brand data switches and associated equipment. This notice is issued for informational purposes only and is in accordance with the Federal Acquisition Regulation (FAR) 5.2, Synopses of Proposed Contract Actions. Authority The Government intends to award this requirement on a sole-source basis in accordance with the authority of 41 U.S.C. 3304(a)(1), as implemented by FAR 13.106-1(b)(1), which states that for purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. Requirement Description The Government requires the following brand-name equipment to support network infrastructure at Fort Drum: Item 1: Juniper EX4100-F-12P Fanless Switch Quantity: 5 each Item 2: Juniper EX4100-F-12-RME Rack Mounted Ears Quantity: 5 each This equipment is essential for providing data connectivity for a wellfield expansion project which involves interior communications work at five well sites. These switches will be integrated into the existing installation network backbone. The switches must be the Juniper brand name as they are required to function with the existing Juniper-based network system and its proprietary management software. Justification for Sole Source Fort Drum currently operates a Juniper-based network system that is managed by a Juniper-specific Management System (Junos Space). This system is designed for deep, end-to-end lifecycle management of Juniper devices and will not manage non-Juniper hardware with the same depth or feature set. The integration with the Junos OS provides a critical single-pane-of-glass management capability for fault, configuration, accounting, performance, and security (FCAPS). Attempting to integrate non-Juniper hardware would create a situation where the Government could not manage a portion of the network to the required extent, creating operational and security risks. The Fort Drum Network Enterprise Center (NEC) deploys Juniper units to maintain its network certification and to standardize switches across the installation. The purchase of genuine Juniper devices and equipment is required for all future efforts in order to maintain established standards, interoperability, and compatibility. This notice of intent is not a request for competitive proposals and does not constitute a formal Justification and Approval (J&A) document.
