Description

NASA/AFRC has a requirement for the Flight Opportunities Flight and Payload Integration Services 4 (FO4) multiple award indefinite-delivery/indefinite-quantity (IDIQ) contract combined ceiling to be increased. The FO4 IDIQ is for payload integration and flight test services across six flight profiles to provide science and technology payloads access to relevant environments that are essential for advancement of technology readiness and to meet mission objectives. NASA/AFRC intends to issue a sole source contract to acquire the services from: Astro Digital Inc Near Space Aerostar International Inc Angstrom Designs Inc Varda Space Industries Inc World View Enterprises, Inc Space Exploration Technologies Corp. Momentus Space LLC Spire Global Subsidiary, Inc Loft Orbital Federal, LLC Astrobotic Technology Inc Galactic Enterprises, LLC Tyvak Nano-Satellite Systems, Inc. Rocket Lab USA Inc Blue Origin LLC The statutory authority permitting other than full and open competition is 10 U.S.C. 3204(a)(1) as implemented by FAR 6.103- 1(b) One Responsible Source. For NASA, this authority extends to situations where only a limited number of responsible sources can satisfy agency requirements. The Government intends to acquire a commercial product or service using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to afrc-flight-opportunities-procurement@mail.nasa.gov not later than 12pm PT on July 17, 2026. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether to conduct this acquisition on a competitive basis. A decision by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
