Description
The purpose of Amendment 0001 is to extend the proposal due date to July 13, 2026 and make revisions to the solicitation. See the summary of changes on page 2 of the attached amendment. Due to the number of RFIs received, the USACE is still preparing responses and responses will be posted as soon as they are available. A select number of RFIs have been posted with this Amendment. ***************************************************************************************************************************************************************************************************This procurement will be conducted under PSC: Y1MG, NAICS: 237130. The size standard for this code is $45,000,000. This is a total Small Business Set Aside. All questions should be directed to the Contract Specialist, Nairi Freeman, nairi.freeman@usace.army.mil. Estimated Cost Range is between $10,000,000 to $25,000,000. FUNDS ARE NOT PRESENTLY AVAILABLE FOR THIS ACQUISITION. NO CONTRACT AWARD WILL BE MADE UNTIL APPROPRIATED FUNDS ARE MADE AVAILABLE. SEE FAR CLAUSE 52.232-18 AVAILABILITY OF FUNDS. RFP/Solicitation Number: W9123826RA016. Project Title: U.S. Army 63rd Readiness Division MILCON ERCIP Microgrid. Project Location: Mountain View, Santa Clara County, California. This project provides energy resilience for 14+ days for mission critical functions, utilizing renewable and fossil fuel energy sources. Installation of a microgrid system that will have full islanding capability. The microgrid system will incorporate a ground-mounted 750kW photovoltaic (PV) solar system with low voltage switchgear for building energy shifting; a 750kWh battery energy storage system (BESS); an 800kW diesel backup generation system, with a 10,000-gallon fuel storage tank. The microgrid system will include a master microgrid controller, and automatic smart switches controlling the generation resources within the Reserve Center. Microgrid will be installed on a closed restricted network (CRN) requiring an Authority to Operate (ATO) IAW DODI 8510.01. System cybersecurity requirements will be designed IAW UFC 4-010-06 Cybersecurity for Facility Related Control Systems. All proposals will be due on June 29, 2026, at 12:00PM PDT. The specific date and time is identified in the solicitation. OFFERORS ARE ADVISED THIS PROJECT MAY BE DELAYED, CANCELLED, OR REVISED AT ANY TIME DURING SOLICITATION, SELECTION, EVALUATION, AND/OR FINAL AWARD PROCESS. Plans and specs will not be provided in hard copy or CD format. NOTE: a) In preparation for prospective to submit offers when the RFP is issued, it is imperative that all prospective Offerors (including their subcontractors) be registered in the System for Award Management (SAM - www.SAM.gov) and the Procurement Integrated Enterprise Environment (PIEE) website in order to be able to view and download solicitation information, and to submit offers. b) Solicitation documents, plans, and specifications are only available to be download from PIEE, which may be accessed at https://wawf.eb.mil OR https://piee.eb.mil OR https://piee.eb.mil/xhtml/unauth/home/login.xhtml. c) Offers MUST BE submitted electronically through the PIEE website. d) Registration should be completed one (1) week prior to the anticipated solicitation release date.
