General Information Details Notice ID FA9302-26-Q-0082 Notice Type Combined Synopsis/Solicitation Contracting Office AFTC/PZZG NAICS Code 541512 - Computer Systems Design Services PSC Code 7A21 - IT and Telecom�Business Application Software (Perpetual License Software) Response Date 14 July 2026, 5:00 PM PST Description of Requirement ? This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in Revolutionary FAR Overhaul (RFO) Subpart 12.2, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Department of War (DoW) intends to negotiate on a sole source basis with ADVANCED SIMULATION TECHNOLOGY, INC. (ASTI) for the procurement of proprietary Telestra Servers as well as a software upgrade and software licenses with annual subscription for the next 5 years. Notice of Intent to Sole Source ?? Subject Description Statutory Authority 10 U.S.C. 3204(a)(1) as implemented by RFO 6.103-1 Justification ASTi is the original equipment manufacturer (OEM) and sole developer/provider of the Telestra servers and associated software. No other vendor possesses the proprietary rights or technical data necessary to modify the code for mission and critical updates. There are no authorized resellers. Scope of Work 3 ASTi-SRV-11 ASTi Servers 1 SW-UG-TEL Upgrade Telestra Software to new version TL-SW-IA-M Software and IA Maintenance Subscription for 5 years (base + 4 option years) Market Research AI was used in the market research to find similar systems. The only hardware based system found was from ASTi. Similar packages such as SERA (Simulation Environment Radio Architecture) and Voisus Comms Logger are software packages described to be run on ASTi Telestra hardware. Solo Audio & I/O Devises are hardware peripherals to be added to a Telestra system. While SERA and Voisus were researched as being compatible with TELESTRA hardware, the SIL is required to keep their systems the same as other SIL's across the DAF. In that case TELESTRA has to be used by the SIL at least 14 years to comply. Instructions to Interested Parties ? This notice of intent is not a request for competitive proposals; however, all responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Applicable Provisions & Clauses ??
