All other information within this announcement remains unchanged. 1. INTRODUCTION & SYNOPSIS This announcement is a formal Request for Prototype Proposal (RPP) issued by the Mission & Installation Contracting Command (MICC) Theater Support Center (TSC) on behalf of the 3d U.S. Infantry Regiment, known as The Old Guard (TOG). The Government is seeking proposals to design, develop, and deliver a prototype Caisson Wagon to support memorial affairs operations at Arlington National Cemetery. Authority: 10 U.S.C. � 4022, Other Transaction Authority (OTA) for Prototypes. Agreement Type: The Government intends to award a single Firm-Fixed-Price (FFP) agreement. Follow-on Production: Offerors are advised that the successful completion of this prototype project may result in the award of a non-competitive, sole-source follow-on production agreement for additional Caisson Wagons. 2. BACKGROUND TOG conducts memorial affairs in support of all Joint Services at Arlington National Cemetery, honoring our Nation�s fallen service members and their families. Caisson wagons are essential for this daily mission. The current fleet is aging, creating a critical deficiency that compromises mission capability. This RPP seeks a sustainable, long-term solution by prototyping a new Caisson Wagon. 3. ELIGIBILITY This RPP is open to all businesses. However, pursuant to 10 U.S.C. � 4022(d)(1)(B), an award may only be made if all significant participants in the transaction are small businesses or nontraditional defense contractors. 4. PROPOSAL SUBMISSION & KEY DATES Proposal Instructions: Interested offerors shall submit a comprehensive proposal in accordance with all instructions and requirements outlined in the attached RPP documents.
