Description
The Arnold Engineering Development Complex (AEDC) located at Arnold AFB, TN intends to solicit and award a purchase order leveraging restricted competition to Phillips Corporation (CAGE Code 3MPQ0). The Government requires one brand name only HAAS horizontal CNC lathe. See the specification attachment for additional details on the HAAS horizontal CNC lathe. NAICS code 333310, Commercial and Service Industry Machinery Manufacturing will be used for this procurement. The Government requires a HAAS brand lathe to ensure compatibility with existing AEDC infrastructure, including current operator knowledge, programming software, and existing compatible tooling. Market research, including three Requests for Information (RFIs) on GSA and a Sources Sought notice on SAM.gov, confirmed that the requirement cannot be met by existing Government-wide contracts and that Phillips Corporation is the only authorized HAAS reseller for the Federal Government. In accordance with FAR RFO 12.102(a) for acquisitions valued at or below the simplified acquisition threshold (SAT), the Contracting Officer has documented the decision that only one source is available and the basis for that decision. Utilizing simplified procedures pursuant to FAR RFO 12.201-1, the Government intends to solicit and negotiate directly with Phillips Corporation. This notice of intent is not a request for competitive quotes. However, the Government will consider all responses received electronically by 10:00AM CDT on Thursday, 21 May 2026. A determination by the Government to not compete this requirement based upon responses to this notice is solely within the discretion of the Government. The information received may only be considered to determine whether to conduct a competitive procurement.
