Description
This is a Request for Information. The NAVSUP Fleet Logistics Center (FLC), Norfolk, Mechanicsburg Office intends to procure public safety management service to support the implementation of the Navy Law Enforcement Officers Safety Act (LEOSA) Program. The Government intends to procure this support using either a Service-Disabled Veteran Owned Small Business (SDVOSB) set-aside or SDVOSB sole source. To meet this requirement, a Contractor must already have a Commercially Owned, Commercially Operated web-based public safety management software application that will enable Navy commands to manage their Law Enforcement Officer Safety Act (LEOSA) programs, including but not limited to: the issuance for qualified law enforcement officers (QLEOs) and qualified retired/separated law enforcement officers (QRLEOs). The Contractor will support over 14,000 users at 70 installation activities in 10 CONUS and OCONUS regions, covering all CONUS. The contractor will be responsible for verifying the eligibility of all applicants by screening them according to the LEOSA Program�s eligibility criteria as set forth in Department of Defense Instruction 5525.12. The contractor shall be responsible for providing a turnkey solution for the production, manufacturing, inventory, and delivery of the LEOSA credential to all eligible applicants. In an effort to market and promote the LEOSA Program to the Veteran populace to attract potential applicants, the contractor shall be responsible for outlining and implementing a comprehensive marketing plan. The Government intends to award a no-cost contract for this support. The Contractor will generate revenue from the LEOSA application fees collected from the individual applicants to cover their expenditure without reimbursement or any sort of payment from the Government. Interest vendors should outline their ability to meet the requirement and confirm they already have a Commercially Owned, Commercially Operated web-based public safety management software application that will enable Navy commands to manage their Law Enforcement Officer Safety Act (LEOSA) programs. Any information provided will be used to deteremine the best procurement path for this requirement.
