Description

*ANNOUNCEMENT* This is a commercial service construction project in accordance with E.O.14271The USPFO for South Carolina intends to issue an Invitation for Bid to award a single firm fixed- price contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances, and supervision necessary to repair maintenance hangar to meet standard by utilizing conventional design and construction methods at McEntire JNGB. The scope of this project will consist of for adequate and efficient indoor workspace to maintain assigned and transient aircraft and provide organizational, administrative, component repair, logistical, tool storage, meeting, classroom, and other spaces. Work includes construction upgrades to the existing 65,000+ SF facility. Facility currently consists of hangar space, maintenance space, administrative, training, and storage spaces. Existing windows will be replaced throughout the facility with new energy efficient windows. Existing roof will be removed and replaced. The existing bi-parting sliding main hangar doors are to be removed and replaced with new doors. The existing unidirectional sliding Phase Dock hangar door is to be refurbished and receive new exterior skin. The existing facility shall be upgraded with new plumbing, mechanical, electrical, and fire protection systems with an emphasis on energy efficiency and conservation. The work is located at McEntire Joint National Guard Base near Eastover in Richland County, South Carolina. The award is anticipated to consist of the following line items (CLINs): CLIN 0001: Base Bid, in addition to the base work described above, the solicitation will include the following optional line items: CLIN 0002: Bid Option 1A: Eastern hangar trench drain and sewer modification, CLIN 0003: Bid Option 1B: Western hangar trench drain modification, CLIN 0004: Bid Option 2: Remove and replace existing generator, and CLIN 0005: Bid Option 3: Maintain temporary facilities through Phase 2. This project is set aside 100% for Small Business. The North American Industry Classification (NAICS) Code is 236220, with a size standard of $45,000,000.00. The magnitude of the project is between $10,000,000.00 and $25,000,000.00. The project is anticipated to occur in two phases with a total contract duration of 550 days after notice to proceed (NTP). The first phase includes demolition and renovations to the main hangar, shops opening to the rear of the main hangar, and the second floor organizational and admin space. The second phase includes renovations to the Phase Dock Hangar, the Fabrication Shop, and the Tire Room. No work shall begin on phase two until the government has fully accepted stage one and issued a separate NTP (this may not start immediately following stage one completion). *NOTE: If option(s) are unilaterally exercised within the timeframe noted in FAR 52.217-7 they shall be completed during performance of the base bid construction and will not extend total period of performance. Your attention is directed to FAR Clause 52.219-14(e)(3) (DEVIATION 2021-O0008), LIMITATIONS ON SUBCONTRACTING, which states ?By submission of an offer and execution of a contract, the Contractor agrees that in performance of a contract assigned a North American Industry Classification System (NAICS) code for General construction, it will not pay more than 85 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count towards the prime contractor?s 85 percent subcontract amount that cannot be exceeded?. In accordance with FAR 36.211(b), the following information is provided:(1) The National Guard has no agency-specific policies or procedures applicable to definitization of equitable adjustments for change orders under construction contracts other than those described at FAR 43.204, DFARS 243.204 and AFARS 5143.204.(2) Data for the prior 3 fiscal years regarding the time required to definitize equitable adjustments for change orders under construction contracts for the National Guard is currently not available but will be compiled and provided in future announcements. Prospective bidders are highly encouraged to attend a pre-bid conference and site visit: See Section 00 21 00 - Instructions, paragraph 3 of solicitation for time and date, at McEntire Joint National Guard Base 169th FW, CE Conference Room, 1325 South Carolina Road, Building 1071, Eastover, SC 29044. Interested contractors shall follow conference registration and base access requirements shown in the solicitation. A site visit will follow the pre-bid conference. All questions for the pre-bid conference must be submitted 5 calendar days prior to the conference via email to jonathan.bailey.28@us.af.mil and badri.francis.1@us.af.mil.
