Description

The Department of Commerce, National Institute of Standards and Technology (NIST), on behalf of the Office of Facilities and Property Management (OFPM), intends to contract on a sole source basis, with Washington Suburban Sanitary Commission (WSSC) to provide water and waste water utility services for the NIST campus in Gaithersburg, Maryland. WSSC is the only provider of such services in Montgomery County which serves Gaithersburg, Maryland. NIST has a present and continuing requirement for water and sewer services for the daily operations of the campus. FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. Authority 41 U.S.C. 3304(a) (1) (b) (3) When acquiring utility services (see 41.101 and 41.205), WSSC is the only provider of water and waste-water/sewer services in this area. The NAICS Code is 924110 Administration of Air and Water Resources and Solid Waste Management Program. No solicitation package will be issued. This notice of intent is not a request for competitive proposals. Inquiries will only be accepted via e-mail to helen.wesley@nist.gov and tony.schmidt@nist.gov. No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement in the future.
