Description

The Defense Health Agency (DHA), Defense Health Agency Contracting Activity (DHACA), 808 Schreider Street, Fort Detrick, MD 21702, in support of the United States Army Institute of Surgical Research (USAISR) is issuing this notice of intent to procure items via Sole Source negotiation through the award of a contract to Oregon Health & Science University (OHSU). Under the contemplated award, Oregon Health & Science University, 3303 SW Bond Avenue, Portland, Oregon 97239, will provide contact activation pathway function blocking antibody AB023. Request for Information (RFI) HT9426-26-RFI-WS03 was posted on https://sam.gov from 12 June 2026 to 18 June 2026 with no responses received. The North American Industry Classification System (NAICS) for this requirement is 541714 with a size standard of 1,000 employees. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. Responsible, interested parties may identify their interest by submitting capability information by Thursday, 09 July 2026 at 12:00PM Eastern Standard Time in order to establish the ability of the responder to meet this requirement. A determination by the Government to not compete this proposed contract based upon responses received to this notice is solely within the discretion of the Government. Information received will be considered for the sole purpose of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs associated with preparing responses to this notification. All inquiries must be submitted via email to william.a.shortall.civ@health.mil by 12PM Eastern Standard Time on 09 July 2026.
