Synopsis: Bulk Dinitrogen Tetroxide (N2O4) AESP Requirement Solicitation Number: SPE60126R0310 OFFICE ADDRESS: Defense Logistics Agency Energy, Aerospace Business Unit (DLA Energy-FEM), 1525 Wurtsmith Street, BLDG 5730, San Antonio, Texas 78236 NAICS Code: 325180 - Other Basic Inorganic Chemical Manufacturing Federal Supply Code: 9135 - Liquid Propellant Fuels and Oxidizers, Chemical Base Description: DLA Energy, Aerospace Energy intends to issue a Request for Proposal (RFP) for the production and storage of various grades of bulk Dinitrogen Tetroxide (N2O4) on a full and open competitive basis. The contractor shall provide all resources necessary for manufacturing various grades of N2O4 and provide bulk storage, including facilities, raw materials, supplies, management, tools, equipment, labor, and bulk storage tankage. The contractor will also operate an Aerospace Energy Supply Point (AESP) for DLA Energy owned finished goods, managing contractor-furnished tanks and drums, and transferring finished products to DLA customers and/or the AESP. Key Requirements: The key requirements for this contract include the manufacture of various grades of Dinitrogen Tetroxide (N2O4) conforming to MIL-PRF-26539G w/Amendment 1, dated 19 April 2017. For storage, the contractor must provide storage tanks with a combined usable capacity of at least 50,000 pounds and dedicated warehouse space for storing drummed products. Distribution requirements involve receiving and distributing N2O4 from bulk tanks into trailers, cylinders, and drums, with the government coordinating approved carriers for N2O4 shipments. The contractor shall also provide ancillary services including a Non-Recurring Engineering Fee, Monthly Maintenance Facility Fee, First Article Batch, Cylinder Re-certification Testing, Evacuation and Purging of Trailers/Cylinders/Drums/Containers, Miscellaneous Services - Precision Cleaning to Level 100A, Passivation, and Non-Routine Lab Analysis. Finally, AESP operations must comply with DLA Energy P-11, Aerospace Energy Storage Points, to ensure accountability and control over government-owned products. Anticipated Period of Performance: The anticipated period of performance is September 15, 2026, through September 14, 2036. This ten-year duration consists of a 6-month phase-in period, a 54-month base period, and a 5-year option period. Anticipated Contract Type and Award Basis: The government anticipates awarding a Single Award, Firm-Fixed-Price (FFP) Requirements type contract, with an Equitable Price Adjustment (EPA). The government intends to procure these products in accordance with the Federal Acquisition Regulation (FAR) Part 12 (Acquisition of Commercial Products and Commercial Services) and FAR Part 15 (Contracting by Negotiation), as applicable. The contract will be awarded to the Offeror determined to represent the Highest Technically Rated Offeror with Reasonable Price (HTRO-RP) using Source Selection procedures. The anticipated closing date is expected to be 30 days after the issuance of the RFP.
