Description
NAVSEA Certified Cableway Training Solicitation Number: 31020PR260000199 This combined synopsis/solicitation for services is prepared in accordance with the format in subpart 12.6 of the Federal Acquisition Regulation (FAR), supplemented with additional information included in this notice. This synopsis/solicitation is advertised as a Small Business Set-Aside only. This announcement constitutes the only solicitation; no separate written solicitation will be issued. Applicable NAICS Codes: 611519 Other Technical and Trade Schools, Size standard of $21.0 Million Contract Type: Fixed-price contract. The contract will be awarded using simplified acquisition procedures in accordance with FAR parts 13 and 15. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, based on Best Value. 1. Scope of Work (SOW) Background: Base Miami Beach C5I Department is responsible for C5I depot level maintenance, planning and execution onboard surface assets. To ensure all depot repairs and installations are completed in accordance with NAVSEA standards, training for C5I personnel to receive NAVSEA Cableway Certification is necessary. Objective: The goal of this requirement is to train 20 Base Miami Beach C5I Department personnel in proper NAVSEA certified Cableway installation. Specific Requirements / Tasks: Provide one individual 5-day NAVSEA Certified Cableway Training onboard USCG Sector St. Petersburg for up to 20 participants. The Contractor must provide the instructor and all necessary materials to teach the 5-day training. The Contracting Officer�s Representative (COR) will provide the facility. 2. Period and Place of Performance Period of Performance (POP): August 03, 2026 � August 07, 2026. Place of Performance: The primary place of performance will be at USCG Sector St. Petersburg, 600 8th Ave SE, St. Petersburg, FL 33701. Hours of Operation: Contractor employees must generally perform all work between the hours of 0800 and 1700 EST, Monday through Friday. No weekends or holidays authorized. 3. Contractor Personnel & Security Requirements Qualified Personnel: The Contractor must provide qualified personnel to perform all requirements specified in this SOW. Key Personnel: NAVSEA Certified Cableway Instructor. Security Risk and Background Investigation: Tier 1 Investigation, Low Risk, Non-Sensitive, Physical/Logical Access (HSPD-12 Credentialing) via Form SF85. Contractor access to classified information is not currently required under this SOW. Identification: Contractor employees visiting Government facilities must wear a proper identification badge and comply with all Government escort rules and requirements. 6. Applicable Clauses and Vendor Requirements Vendor Requirements: Request Company�s tax ID information and DUNS number. Vendors providing an offer must be registered in SAM (System for Award Management) prior to the closing of this solicitation at https://www.sam.gov/portal/public/SAM/. The vendor's SAM registration must be in an �ACTIVE� status prior to award. Vendors must ensure that the above-listed NAICS codes are listed on their SAM registration to perform this type of service.
