Description

THIS IS NOT A REQUEST FOR PROPOSAL (RFP) BUT INSTEAD A SYNOPSIS ACCORDING TO FAR 5.2- AWARD OF A CONTRACT WILL NOT BE MADE AS A RESULT OF THIS NOTICE. ADDTIONALLY, CONTRACTORS WILL NOT BE COMPENSATED FOR COSTS RELATED TO RESPONSE PREPARATION AND/OR SUBMITTAL. The Advanced Propulsor Management Office (APMO) (Code 808) in the Naval Architecture and Engineering Department (Code 80) of the Naval Surface Warfare Center, Carderock Division (NSWCCD) is responsible for managing the manufacture and delivery of United States Navy submarine propulsors. The APMO requires the fabrication of nickel aluminum bronze (NAB) devices in multiple configurations . Device piece parts are classified into two categories: Regular and Large. The Regular category encompasses several configurations, as defined in References 2.1 through 2.4. The Large category is delineated in References 2.5 through 2.10 Included with this notice is a Draft Statement of Work (SOW) and Draft Sections L&M of the Solicitation. The draft documents are being provided to request comments, recommendations, and questions from potential offerors. The Government will award this action as a Commercial Buy under FAR Part 15 due to the inclusion of Engineering Services. As part of the response, the offerors at a minimum shall: 1. Demonstrate the capability to meet the requirements and schedule 2. Inform the Government if barriers exist that would not allow for the offeror to propose The response is limited to ten pages Please note the no Government response will be provided to questions/comments submitted in response to this notice and respondents will NOT be notified of the results of the synopsis. All questions/comments/recommendations will be reviewed by the Government to assist in identifying revisions to be incorporated in the draft documents. Planned date of release of RFP is the end of July 2026. Planned date of award is January 2027.
