Description
How many buildings are included for roof replacement? Solicitation is for the replacement of the roofs on buildings 2 and 6 per contract document drawings. In addition, lightning protection will be provided on buildings 2 and 6 per contract document drawings. Please confirm the building numbers and total roof square footage for each. Buildings 2 and Building 6, see plans for total roof square footage What is the total number of windows to be replaced? There are no windows. Are there different window types and sizes? If so, please provide a window schedule. There are no windows in this project. What is the total number of security cameras to be installed or replaced? There are no security cameras in this project. Please provide locations and any available specifications or layouts. There are no security cameras in this project. Kindly provide any detailed plans, schedules, or drawings related to the roofing, window replacement, and security camera systems. All plans applicable have been provided. Is this project tax exempt? Yes Sheets 2-AD201 and 6-AD201 Note 14 references an existing Equipment screen to be saved for Reinstallation. I did not locate this note on the plan or see it at the site visit. Can you identify the location or confirm it is not a requirement? This is not a requirement for this project. Sheet 2 AD201 Note 5 references demolition of the cooling tower. Please clarify the following as it relates to the cooling tower. The cooling tower appeared to be drained. Can we assume the VA will have the tower shutdown and drained. Cooling tower is non-functional. To what point will piping, electrical, controls, ect be demolished back to? Cap piping above the roof and remove electrical to disconnect. Will there be any requirement for roof patching at pipe penetrations? Roof patching should follow infill details on sheet S-301. Is there a requirement to remove the cooling tower from the BAS? No Sheet 2-SS101 coded note 2, remove existing cooling tower steel frame down to top of concrete slab prior to reroofing. Is this an abandoned cooling tower or do we need to have a mechanical and electrical contractor shut it down, cap it and drain it before demo? Cooling tower is abandoned. Section 2.4.2 in 07 54 23 states for the color to be as selected by Architect from manufacturer s full range. Can this be changed to manufacturer s standard color selection? Yes, standard color selection is acceptable. Section 1.3 of spec 01 00 00 denotes there are 3 CLINs but the Statement of Proposal Items in the solicitation denotes only 1 CLIN. Please advise how many CLINs there are. See updated bid sheet. A. ITEM I, GENERAL CONSTRUCTION: BASE BID: Work includes general construction, alterations, roads, walks, grading, drainage, necessary removal of existing structures and construction of BUILDING 2 & 6 ROOF & LIGHTNING PROTECTION. B. ITEM 2: Work includes all work in base bid less LIGHTNING PROTECTION C. ITEM 3: Work includes all work in base bid less LIGHTNING PROTECTION and BUILDING 2 ROOF On 2/S-301, can the hole be backfilled with polyisocyanurate insulation in lieu of concrete? Yes, that is acceptable. Please confirm that asbestos abatement, glazing/window replacement, and security cameras are not included in the scope of the project. These are not included in the scope of this project. Have cores of the roofs been taken? If so, can the results be provided? All roofing information has been provided. Can the TPO be glued in lieu of mechanically fastened? Glued would provide a quieter installation. Refer to TPO installation specifications. From the site walk there is a mixture of 24 ga. sheet metal and stainless-steel flashing on the roofs. Please advise if the 24 ga. sheet metal or stainless-steel flashings are to be used. Refer to flashing specifications The drawings provided with the solicitation are not to scale. Please provide drawings with the correct scale. Bid plans have been provided. Contractors were allowed to verify dimensions at the pre-bid walk. Please confirm the full scope included in this solicitation for Buildings 2 and 6, specifically whether the roofing, windows/glazing, lightning protection, and security camera / low-voltage work are all part of the same award package. Solicitation is for the replacement of the roofs on buildings 2 and 6 per contract document drawings. In addition, lightning protection will be provided on buildings 2 and 6 per contract document drawings. Please confirm whether the security camera scope includes only device replacement, or also associated cabling, head-end work, programming, commissioning, and integration. There are no security cameras in this project. Please confirm whether the lightning protection scope is fully included in this solicitation and whether it is intended to be performed as a dedicated trade package or incidental to the roofing / electrical work. Solicitation is for the replacement of the roofs on buildings 2 and 6 per contract document drawings. Please confirm the expected phasing and access limitations for work on Buildings 2 and 6, including whether both buildings may be worked concurrently. There are no expected phasing or access limitations, both buildings may be worked concurrently. Please confirm whether there are any required shutdown coordination windows, after-hours work requirements, infection control restrictions, or occupied-facility limitations that should be priced into the work. Any contractor required utility outages will be after-hours. Please confirm whether all plans and specifications currently posted constitute the full and final bid package, or whether any amendments are anticipated following the site visit. All plans and specifications are posted. Please confirm whether proposals must be physically delivered as a single package to the address in the SF 1442, with one original and one electronic copy on CD, or whether any alternate delivery method is acceptable. Please contact CO directly for delivery questions. Please confirm whether there are any bonding, insurance, or subcontracting-plan requirements beyond those already stated in the solicitation that should be addressed in the proposal. Yes. All proposal submittal instructions are in the solicitation. During the pre-bid it was noted that there are specifications from other phases, not related to this project, within the contract documents. Contractors were told to verbally bid the plans, but per FAR 52.236-21, Specifications and Drawings for Construction states: Precedence: "In case of difference between drawings and specifications, the specifications shall govern". Due to this regulation the VA will need to identify which spec sections shall apply, and which spec sections shall not apply to enable the contractor to provide a proposal in compliance with the contract documents.� Will the VA be providing project specific specifications? All plans and specifications are posted. This project requires past performance projects to have been completed within the past four (4) years. Given the VA s emphasis on increasing competition and encouraging participation from qualified SDVOSB contractors, would the Government consider accepting past performance projects completed within the last five (5) years, provided the projects are of similar scope, size, and complexity to this requirement? Provide the requested information as best you can. I see that the cover sheet on the plans talks about Buildings 1, 2, 3, 5 & 6, but the specs and plans that are given only have Buildings 2 & 6 information. Am I following along correctly? Will this only be Roof replacement for Buildings 2 & 6 as of right now? Solicitation is for the replacement of the roofs on buildings 2 and 6 per contract document drawings. In addition, lightning protection will be provided on buildings 2 and 6 per contract document drawings. All existing operating mechanical equipment will remain active and in place during and after construction. Curbs do not need to be replaced but all roofing associated will be replaced.
