NOTICE OF INTENT TO SOLE SOURCE Action Code: Special Notice Notice Type: Notice of Intent to Sole Source Response Date: May 21, 2026, 4:00 PM CDT PSC: 7A20 IT and Telecom Application Development Software (Perpetual License Software) NAICS: 513210 Software Publishers Contracting Office Address: Department of Veterans Affairs, Network Contracting Office 17, 1901 N. Moore Street, Suite 26A, Arlington, VA 22209 Place of Performance: South Texas Veterans Health Care System (STVHCS), 7400 Merton Minter, San Antonio, TX 78229. The Department of Veterans Affairs, Veterans Health Administration, Network Contracting Office 17, intends to negotiate and award a sole source, firm-fixed-price contract to Abbott Rapid Diagnostics Informatics, Inc., 915 East High Street, Charlottesville, VA 22902, for the Abbott Remote Automated Laboratory Systems (RALS) Software Technology System License Agreement and related support for the South Texas Veterans Health Care System. This acquisition is conducted as an open-market commercial acquisition. The required RALS software technology is used to connect multiple point-of-care testing devices to one data manager and to post patient test results to the electronic patient record in VISTA/CPRS. The software enables review and release of patient results directly from each unit and allows remote management, updates, review, and troubleshooting of quality control results, operator issues, and device issues. STVHCS currently uses RALS Web3 for glucometers, i-STAT devices, Hemochron Signature Elite, Avoximeter, Quantra, and GeneXpert Xpress, and the Government intends to maintain the same platform because it supports the facility s current ancillary testing environment and existing device connectivity requirements. The Government s intent is to award under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, because Abbott Rapid Diagnostics Informatics, Inc. is the developer and sole provider of the RALS platform required for compatibility with the existing installed environment. This notice of intent is not a request for competitive quotations or proposals. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency if received by the response date and time identified in this notice. Responses must demonstrate the vendor s ability to provide a fully compatible solution that meets the Government s requirement without disruption to the existing RALS environment, including compatibility with current connected devices and continued support for VISTA/CPRS result transmission. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. The Government will not reimburse any costs associated with submission of capability statements or other responses to this notice. Justification Paragraph The proposed procurement is for a commercial software license and related support services required to maintain continuity of operations for point-of-care testing connectivity at STVHCS. Abbott RALS is currently deployed across multiple ancillary testing devices at the facility, and continued use of the same platform is required to preserve compatibility, maintain workflow continuity, support accreditation requirements, and avoid operational disruption associated with migration to a different connectivity platform.
