PRESOLICITATION NOTICE: Building 12 Pump Power Relocation Project: NRM 654-26-020 Location: VA Sierra Nevada Health Care System, Reno NV This is a pre-solicitation announcement only. All solicitation documents will be available on or about June 24, 2026, online at SAM.gov. The solicitation, when posted, will contain all necessary proposal instructions. Eligibility and Registration Requirements Proposals will only be requested and accepted from vendors that are verified and registered in the System for Award Management (SAM) and verified as a Service-Disabled Veteran-Owned Small Business (SDVOSB) from the Network Contracting Office (NCO) 21. SAM Registration: Potential Offerors must be registered in the System for Award Management (SAM) to be eligible for an award (See https://www.sam.gov/SAM/pages/public/index.jsf). Potential Offerors must have current online Representations and Certifications applications on file with SAM.gov. SBA VetCert Verification: Potential Offerors must also be verified in the SBA Veteran Small Business Certification Program as an SDVOSB to be eligible for award. The Contracting Officer (CO) will use the SBA Dynamic Small Business Search (SBA DSBS) (https://dsbs.sba.gov/search/dsp_dsbs.cfm) to verify SDVOSB status until further guidance is provided by the Department of Veterans Affairs. Project Classification and Magnitude The applicable North American Industry Classification System (NAICS) Code is 238210 Electrical Contractors and Other Wiring Installation Contractors, and the small business size standard is $19.0 Million. The Product Service Code (PSC) is 6150 Miscellaneous Electric Power and Distribution Equipment. The estimated Magnitude of Construction for this project is between $250,000 and $500,000. Scope of Work Overview The Department of Veterans Affairs (VA) Network Contracting Office (NCO) 21 will be issuing a Request for Proposal (RFP) for an electrical construction contractor for the Building 12 Pump Power Relocation project. The site is located at 975 Kirman Avenue, Reno, NV 89502-2597. Vendors must provide all personnel, equipment, tools, materials, and supervision necessary to relocate and add additional power legs to the water pumps in the Building 12 basement. Work includes, but is not limited to: Installing emergency power. Relocating normal power onto the Motor Control Center (MCC). Installing a manual transfer switch (MTS). The new emergency/normal power system must be fully compliant with the VA Technical Information Library (TIL), Veterans Health Administration (VHA) Electrical Design Manual, and up-to-date safety codes. Additional work includes completely preparing the site for building operations, identifying all potential pathways and hazards, and furnishing all project supervision in coordination with the VA COR. Solicitation Details and Period of Performance Vendors must demonstrate the ability to meet all requirements. The full Statement of Work (SOW), Specifications, Drawings, and any attachments will be published when the Solicitation is posted online to SAM.gov. The estimated period of performance (PoP) for this requirement is 180 calendar days from the Notice to Proceed (NTP).
