Description
Notice of Intent to Award a Sole Source Contract The US Army Corps of Engineers, Rock Island District, intends to procure and enter into a firm-fixed-price contract with Altorfer Inc. of Davenport, IA, for the purchase of Original Equipment Manufacturer (OEM) repair parts for a Caterpillar (CAT) 329DL Excavator. This procurement is being conducted on a sole source basis in accordance with RFO FAR 12.102(a). The Mississippi River Project Office (MRPO) requires genuine OEM components to overhaul the CAT 329DL Excavator tracks to standardize and streamline maintenance across its heavy equipment fleet. The OEM, Caterpillar Inc., restricts the sale of parts and certified service to authorized dealers based on exclusive geographic territories. The MRPO falls within the exclusive territory of Altorfer Inc., making them the only source capable of providing the required OEM parts, honoring the manufacturer's warranty, and offering the government significant cost savings through the OEM's core exchange program. The NAICS code for this procurement is 333120 (Construction Machinery Manufacturing) with a size standard of 1,000 employees. The Product Service Code (PSC) is 2520 (Vehicular Power Transmission Components). THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES and no solicitation will be issued. However, any firm that believes it can meet the requirement may give written notification to the Contracting Officer in the form of a capability statement. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirement listed and must be furnished to the point of contact listed below by 18 June 2026 at 12:00 PM CT. A determination by the government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The Corps of Engineers will not reimburse for any costs connected with supplying sufficient detail to demonstrate the ability to comply with the requirements listed.
