6/25/2026: Modification 001_ Period of Performance updated, 01 July 2026 to 10 July 2026. The United States Coast Guard Deputy Commandant for Systems (DCS) is issuing this combined synopsis/solicitation on behalf of the Surface Forces Logistics Center (SFLC) to award a firm-fixed-price requires commercial cleaning and renewal of a CAT SSDG heat exchanger contract, as detailed in the attached Statement of Work. This requirement consists of performing all on-site labor and services to Transportation. The Contractor is responsible for the pickup and delivery of the heat exchanger at USCG Base Charleston in coordination with the Port Engineer. Disassembly and cleaning. The Contractor must disassemble the heat exchanger in a shop, conduct cleaning, and replace gaskets, seals, and o-rings. Conduct disassembly and cleaning in accordance with the procedures and precautions required by TP 7119, Section 11 in support of the USCGC HAMILTON. The planned Period of Performance (PoP) is from 01 July 2026 to 10 July 2026. This acquisition is a 100% total small business set-aside under NAICS code 336611, with a corresponding small business size standard of 1300. The applicable Product Service Code is 2090. The Government will award a contract resulting from this solicitation to the responsible offeror whose quote conforming to the solicitation is most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers: Technical Capability (Pass/Fail) Past Performance (Pass/Fail) Total Price A quotation must receive an Acceptable rating for all non-price factors to be eligible for award. Among all acceptable quotations, award will be made to the responsible offeror submitting the lowest evaluated price. To establish Technical Capability (Pass/Fail), the quotation must demonstrate a clear understanding of the work statement requirements, conform strictly to all specifications in the attached Statement of Work, and provide any adequate capability and corporate experience documentation required by the solicitation. Failure to meet these criteria will render the quotation unacceptable. The Government will evaluate recent (completed within the last three years) and relevant past performance to assess the likelihood of successful performance. Past performance will be evaluated on an acceptable or unacceptable basis. To receive an acceptable rating, past performance must demonstrate a rating of satisfactory or higher performance of similar work. Offerors without recent or relevant past performance will be assessed as "Neutral" and considered acceptable for award. Past performance demonstrating marginal or below performance is unacceptable. Offerors shall identify all subcontractors anticipated to perform work under this contract. For each subcontractor, the offeror shall provide the subcontractor�s name, address, point of contact, phone number, the specific work items/specifications they will perform, and the percentage of work they will execute. Offerors must submit a quotation that clearly identifies the items offered and demonstrates compliance with the stated requirements. Prices must be all-inclusive and must cover all costs associated with providing the commercial cleaning and renewal of a CAT SSDG heat exchanger, including but not limited to manufacturing, packaging, handling, transportation, duties, tariffs, fees, and any other costs. The Government may consider offers nonresponsive if they include conditional pricing, price escalation language, or statements indicating that prices are subject to adjustment based on future costs or fees. The Government intends to evaluate offers and make award without discussions; therefore, offerors should submit their best offer with initial submission.
